ATM Today Air Transport – Air Navigation - Europe
ICAO: The contracting States recognise that every State has complete and exclusive sovereignty over the airspace above its territory. EUROCONTROL 41 Member States, typically each with its own ANSP Approximately 63 Area Control Centres (ACC) Over 700 sectors when at full capacity Approx. 17,000 Air Traffic Controllers Approx. 41,000 other staff Total Employees 58,000 Total revenue B€8/year Key points: Responsibility for airspace lies with the States Europe as a whole is complex and integration is a real challenge Note that in addition to the 17,000 ATCOs in Ops there are about 2,500 ATCOs on other duties and almost two thousand ATCO trainees (860 ab initio & 990 on the job) – they’re included in “other staff” 14.2 million flight hours controlled Commercial Space

Defragmentation – FABs
Although the FABs exist, the there is little evidence of any real operational/performance benefits as yet. We hope that a willingness to pursue greater cross-border operational services will be one of the secondary benefits of the Centralised Services Commercial Space

Equitable Access to Airspace
Predictable and equitable access to airspace for commercial operations. Segregated operations require a volume of airspace to be sterilized to accommodate activity. Sterile airspace disrupts civil aviation traffic flows causing increased economic and environmental costs.
13
Target Levels of Safety
In aviation, the acceptable level of safety is generally defined in terms of the probability of an aircraft accident occurring. Commercial space operations Target Levels of Safety. Need to ensure existing levels of safety for other airspace users is not compromised. Commercial Space
