5 First Class Support for Excellence in Research 5 to develop the technologies and knowledge for building capabilities needed to ensure the security of citizens from threats such as acts of terrorist acts and (organised) crime, natural disasters and industrial accidents while respecting fundamental human rights including privacy; to ensure optimal and concerted use of available and evolving technologies to the benefit of civil European security; to stimulate the cooperation of providers and users for civil security solutions; to improve the competitiveness of the European security industry and to deliver mission-oriented results to reduce security gaps. Demo phase 1) and Networks of Excellence ~40% (50-70%) Up to ~3% for international cooperation and up to ~3% for ERA-NET

13 First Class Support for Excellence in Research 13 Up to 75% funding Collaborative Project funding scheme Community funding for research activities may reach a maximum of 75%: –Very limited market size and a risk of "market failure", –and for accelerated equipment development in response to new threats. Proposers need to demonstrate this requirement in their proposal Demonstration activities are excluded.

14 First Class Support for Excellence in Research 14 End-users Active involvement of end users in the consortia is considered of utmost importance. Whenever possible, this should translate into a direct participation of user organisations in the consortium implementing research actions.

16 First Class Support for Excellence in Research 16 Carry out research aiming at large scale integration, validation and demonstration of new security systems of systems going significantly beyond the state of art. They depend upon the compatible, complementary and interoperable development of requisite system and technology building blocks of the integration projects and capability projects. They intend to promote the application of an innovative security solution, which implies a strong involvement of end users, taking into account the relevant legal and society related issues, and strong links to new standardisation. Implemented in two phases Demonstration programmes

17 First Class Support for Excellence in Research 17 Define the strategic roadmaps and trigger Europe wide awareness (involving strategic public and private end users and industry and research) The strategic roadmaps will take into account relevant completed, ongoing and planned work and indicate further research needs Duration: 1 – 1.5 years / Funding scheme: CSA Demonstration programmes (phase 1)

18 First Class Support for Excellence in Research 18 Technically implement the system of systems demonstration, taking into account steps which have to follow the research: certification and/or standardisation (if and as appropriate), development of marketable products and pre-procurement. Duration: up to 4 years / Funding scheme: CP Indicative EC funding > 20M Demonstration projects (phase 2)

19 First Class Support for Excellence in Research 19 Integration projects Integration projects are large-scale integrating Collaborative projects, which aim at combining mission specific individual capabilities providing a security system and to demonstrate its performance. Indicative total cost 10-25 M, duration ~ 4 years Indicative EC funding > 3.5M

20 First Class Support for Excellence in Research 20 Capability projects CPs are small and medium scale collaborative projects aiming at building up and/or strengthening security capabilities in the required missions. This will be done by: adapting available technologies and developing security specific technology and knowledge aimed at tangible results. Indicative total cost 2-5 M, 2-4 years Indicative EC funding 3.5M

21 First Class Support for Excellence in Research 21 Networks of excellence Networks of excellence are designed for research institutions that wish to combine and functionally integrate in a durable way a substantial part of their activities and capacities in a given field, with a view to creating in this field a European virtual centre of research No indicative total cost or duration (very exceptional cases > 5 years)

22 First Class Support for Excellence in Research 22 Coordination and support actions CSA can be either supporting or coordinating: Co-ordination (or networking) actions aim at coordinating research activities and policies. Support actions aim at contributing to the implementation of the FP and to prepare future research policy or - to develop synergies with other policies or - to stimulate, encourage and facilitate the participation of SMEs, civil society organisations, small research teams, etc or - to set up research-intensive clusters across the EU regions. Support actions often focus on one specific activity and on one specific event. Indicative total cost 0.5-1 M, 0.5 - 3 years (up to 100% EC funding)

34 First Class Support for Excellence in Research 34 Recommendations: Preparation of proposals (1) Follow the FP7 guides (definition of the funding schemes, scope of topics, eligibility rules etc) Be aware of the 3 evaluation criteria –Scientific and technical quality –Implementation –Impact Foresee the take up of the results of your research: –Describe the perspective of a wider and general use of expected results Justify the real innovative aspects (Incremental vs breakthrough); Present an overall vision of market deployment

35 First Class Support for Excellence in Research 35 Recommendations: Preparation of proposals (2) Clearly explain/justify the project budget Partnership: –Well balance the expertise of the consortia: end users, private and public, academia, industry, SMEs etc, –Avoid sleeping partners without real contribution, –Avoid redundant partnerships Check/link the project with other relevant research projects

36 First Class Support for Excellence in Research 36 Recommendations: Preparation of proposals (3) Proof-read your proposal by a neutral person Dont recycle the same proposals – watch the quality! Make the reading of an evaluator easy: –Use a simple and clear language –Be short and concise –Clearly define objectives, milestones and deliverables –Use tables and graphs etc
