4 Key recent DRR developments in ASEAN Region AADMER (ASEAN Agreement on Disaster Management and Emergency Response) has been ratified and enforced since 2009 SASOP (SOP for Regional Standby Arrangements and Coordination of Joint Disaster Relief and Emergency Response Operations) a Guide for regional disaster response ADDMER Work Program 2010-2015 – Regional Framework on Disaster Managements, which outlines prioritized actions & interventions Establishment of the the ASEAN Humanitarian Assistance [AHA] Center in Jakarta to function as regional hub to facilitate coordination and cooperation on disaster management among among ASEAN members DRR Landscape in ASEAN Region

5 Increased regional cooperation on Disaster Risk Management especially on disaster response among ASEAN members Myanmar (& other members) to fulfill its commitments and support operationalizing of AADMER Policy and administrative procedures realigned Ex Deployment of resources and assistance such as ex. Response team, relief items, equipment, etc. Institutional Strengthening Ex Setting up National Focal Point Capacity Building of officials and others APG (ASEAN Partnership Group) of NGOs formed to supplement countrys effort for implementation of AADMER Likely implications

7 Hyogo Framework for Action (HFA) 2005- 2015: the Framework for DRR has been endorsed by 168 countries including Myanmar Myanmar Action Plan on DRRs Priorities (Components) also linked with the HFA Priorities and AADMDER Articles Post-2015 Framework discussion initiated 2005-2015 DRR Framework Five HFA Priorities: 1.Making disaster risk reduction a priority. 2.Improving risk information and early warning. 3.Building a culture of safety and resilience. 4.Reducing the risks in key sectors. 5.Strengthening preparedness for response.

8 Key trends are as follows: Implication: Towards Post-2015 DRR Framework (draft) Exposure to disaster risk is increasing & rapid urbanization a key driver All countries are vulnerable Risk is accumulating as economies grow. Few countries systematically account for disaster losses Disaster risk management in development planning Growing recognition about governments responsibility for effective DRR policy planning and implementation through a transparent and multi-stakeholder approach Culture of DRR based on joint ownership between local and central government and risk-prone communities Develop tools on how good practice is achieved Future DRR interventions including in Myanmar is likely to be informed of these trends

10 New openings, Inflow of Investment & economic aid Mega-projects including infrastructure projects GDP focused growth Windfall incomes may be used financing investment in infrastructure development, social and productive sectors Rich natural resource can lead to resource curse Implication : DRR inclusive development planning and implementation in all sectors Increased economic activities Dominican Republic Haiti

12 Climate change is re-configuring the disaster risks and manifest as extremes event. Ex The 2010 Floods of Pakistan The hazards are viewed beyond natural as processes climate change and other factors shape and configure hazards, which mean it is becoming increasingly difficult to disentangle their natural and human attributes. In Myanmar, the rainfall duration has significantly reduced in over last 5 decades It is also posing sever threat to to sectors such as agricultural, health, etc Climate change and disaster risks Implication : Climate inclusive Disaster risk reduction
