29-Oct-2002 2 Outline Harmonization studies in the SSG Linkages with other bodies - Collaboration within ITU - Linkages outside ITU Current status of Q.6/SSG activity Next steps

29-Oct-2002 3 Third Generation Mobile Systems IMT-2000 concept developed in the ITU IMT-2000 is the ITU term used in a set of ITU Recommendations which describe “International Mobile Telecommunications-2000” a fundamental concept behind IMT-2000 is to provide users with communications “anywhere, anytime” 3G Partnership Projects co-ordinate development of detailed regional/national specifications 3rd Generation Partnership Project - 3GPP –SDO partners are ARIB, CWTS, ETSI, T1, TTA, TTC –development of GSM evolved UMTS core network with UTRAN access network Third Generation Partnership Project 2 - 3GPP2 –SDO partners are ARIB, CWTS, TIA, TTA, TTC –development of ANSI-41 evolved core network with cdma2000 access network

29-Oct-2002 4 Q.6/SSG - Harmonization of Evolving IMT-2000 Systems Question 6/SSG asks:  What is needed for harmonization of evolving IMT-2000 systems?  To provide seamless global roaming for IMT-2000 future Capability Set services that will include: –voice, –high speed packet data, –multimedia, and –IP-based services, what are the network solutions that would facilitate harmonization of evolving IMT-2000 systems?

29-Oct-2002 5 Q.6/SSG - Harmonization of Evolving IMT-2000 Systems Q.6/SSG task objectives include: establish co-operative relationships - within ITU (ITU-T, ITU-R, ITU-D) - externally with other SDOs, etc. study existing IMT-2000 systems identify gaps/areas for harmonization develop proposals to facilitate harmonization document results Basic goal of harmonization activity : development of common network solutions based on standardized open interfaces in order to: - facilitate cost-effective IMT-2000 network deployments - stimulate the commercial uptake of IMT-2000 services, and - foster global roaming across all evolving IMT-2000 systems.

29-Oct-2002 6 Related SSG Study Questions Question 7/SSG Convergence of Fixed and Existing IMT ‑ 2000 Systems - Rapporteur: Frédéric Delmond (France Telecom ) Question 2/SSG NNI Mobility Management Protocol (Stage 3) - Rapporteur: Jean-Claude Samou (France Telecom) Other presentations today will address Study Questions Q.2/SSG and Q.7/SSG in greater detail.

29-Oct-2002 7 Related SSG Questions (continued) Question 3/SSG Identification of existing and evolving IMT-2000 systems - Rapporteur: Ilkka Hyvärinen (Nokia Networks, Finland) Rec. Q.1741.1IMT-2000 References to Release 1999 of GSM evolved UMTS Core Network with UTRAN Access Network * Rec. Q.1741.2IMT-2000 References to Release 4 of GSM evolved UMTS Core Network with UTRAN Access Network * Rec. Q.1742.1IMT-2000 References to ANSI-41 evolved Core Network with cdma2000 Access Network * Draft Recommendations approval anticipated by year end 2002.

29-Oct-2002 8 Related SSG Questions (continued) Question 1/SSG Service and network capability requirements and network architecture - Rapporteur: Ed Chien (USA) Rec. Q.1702Long-Term Vision of Network Aspects for Systems Beyond IMT-2000 Question 5/SSGTo participate in the preparation of a Handbook on IMT-2000 - Rapporteur: Maurice Ghazal (Lebanon) Q.5/SSG is contributing to the network aspects component of the emerging Handbook. Question 4/SSGInterworking functions to be used with existing and evolving IMT-2000 systems [There has been little progress on interworking under Q.4/SSG, partly because of the lack of a Rapporteur.]

29-Oct-2002 9 Outline Harmonization studies in the SSG Linkages with other bodies - Collaboration within ITU - Linkages outside ITU Current status of Q.6/SSG activity Next steps

29-Oct-2002 10 Linkages on Harmonization outside ITU Formal Standards Development Organizations (SDOs) formal standards are being referenced through SDOs (TIA, ETSI, TTA, etc) existing relationships with ITU is effective 3G Partnership Projects (3GPP and 3GPP2) for both 3GPP and 3GPP2 an established relationship exists at the SSG level through the SSG Chairman relationships are being developed at the working level Internet Engineering Task Force (IETF) SSG studies may identify new/modified protocol requirements possible future interaction with IETF on protocol requirements

29-Oct-2002 11 Collaboration within ITU ITU-T SG-13:Interaction to ensure consistency with areas under SG-13 responsibility such as NGN (I nformation sharing in Geneva, November 2002) SG-11:Similar synergy on NGN studies (There was discussion at the SSG’s Ottawa meeting in May 2002, and a Liaison Statement to SG-11 from Q.7/SSG addressed mobility across fixed and mobile networks) SG-16:Interaction on Multimedia aspects of mobility studies SG-12: future interaction likely on Quality-of-Service aspects SG-2: possible collaboration in areas such as - Numbering/Addressing and Identities - Service descriptions for mobile services (stage 1)

29-Oct-2002 12 Collaboration within ITU (continued) ITU-D Coupling through Q.5/SSG on IMT-2000 Handbook Some direct interaction anticipated ITU-R ITU-R WP 8F work provides basic background for existing systems (e.g., ITU-R Rec. M.1457 Detailed Specifications of the Radio Interfaces of International Mobile Telecommunications-2000 (IMT ‑ 2000) ) it also provides insight into longer-term “Vision” (for which an indirect coupling exists through Q.1/SSG which studies Service and network capability requirements and network architecture)

29-Oct-2002 13 Outline Harmonization studies in the SSG Linkages with other bodies - Collaboration within ITU - Linkages outside ITU Current status of Q.6/SSG activity Next steps

29-Oct-2002 14 Emerging Q.6/SSG Output Document Draft is entitled Harmonization of Evolving IMT-2000 Systems –Recently progressed at Joint Rapporteurs' Meeting (JRM) (9-13 September 2002 in Seoul (Korea)) –Anticipated completion in early 2003 Current contents include: –Needs and opportunity for harmonization –Background on architectures of evolving IMT-2000 systems –survey of related IETF work –identification of commonalities and differences Note: The report of the JRM in Seoul and the draft Q.6/SSG output document are contained in TD 14 (WP 3/SSG) and TD 13 (WP 3/SSG) at the SSG meeting in Geneva, November 2002. Other Seoul meeting documents can be found on TIES at http://ties.itu.int/u/imt2000/imt2000/wp3/q6/0209seoul/TDs/

29-Oct-2002 17 Items for further study Impact of studies on: –mobility management –fixed-mobile convergence –inter-working –IP telephony –WLANs Numbering issues (use of IPv4/v6, ENUM, …) Security and emergency services aspects Quality-of-Service issues Location-based services

29-Oct-2002 18 Next Steps More detail on the degree of harmonization of the evolving 3GPP and 3GPP2 systems will be added to the emerging Q.6/SSG output document. The draft Q.6/SSG output document will be reviewed during this week’s SSG meeting in Geneva. Further study will be required to finalize this Q.6/SSG work in collaboration with various bodies. Feedback from Study Group 13 (on NGN and other aspects) will be welcome.
