10. 10 The preparation of a NIP is foreseen in the framework of the obligations for the parties to the Stockholm Convention (Article 7) to define a country’s commitment how to implement the Convention requirements. National Implementation Plan (NIP) and Enabling activities What is a NIP? It is the legal and institutional framework with the action and strategy plans that need to be implemented to phase out, eliminate or reduce persistent organic pollutants (POPs) listed under the Stockholm Convention (Annex A, B and C).

12. 12 NIP Update Guidance Documents The set of guidance documents aims at: –supporting Parties in developing strategies to restrict and eliminate the new POPs, –providing guidance on establishing inventories, monitoring the presence of products and articles containing new POPs, –selecting best available techniques and best environmental practices for situations when production, use and recycling of industrial POPs are allowed by the Convention. UNIDO has developed for the SC Secretariat a set of guidance to assist Parties in updating their NIP to address the new POPs.
