Common framework Guidelines for Pilot Actions Debrecen 2013 Municipality of Debrecen Department of Sociology University of Debrecen External expert

The goal of the common framework : to facilitate the description of pilot actions, analysis of major elements based on common criteria identification of innovations a successful implementation of the pilot actions unified structure and highlight innovative and key elements in an adequately detailed manner give a help for planning, realizing, managing and assessing the pilot actions "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

It is not the goal of the CF : To focus on the process management of every element of the pilot actions I t concentrates only on some areas essential for the transnational comparison and future adaptation of the models. "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

Focus areas: Promoting Empowerment Primacy of community development and partnership Ensuring equitable access and quality of services Reducing the impact of factors increasing social exclusion Ensuring sustainable development " This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

Main chapters I.Social enviroment II.Organisations and partnerships taking part in the implementation III.Activities of pilot action IV.Characteristics of target group V.Budget VI.Results, innovations, impacts and risks VII.Sustainability "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

I. Social enviroment The common points of the pilot action and the conditions of the locality may be key importance during the phase of implementation. " This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

Local characteristics In course of the Planning In course of the Implementation Presenting the locality where the pilot action is going to take place Considering local characteristics, cultural elements, modes of operation, integrating value systems and patterns of attitudes into the practice of the action "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

Demographic environment In course of the Planning In course of the Implementation Describing demographic pattern and trends Considering household structures, system of reciprocity and existing networks of self help during implementation "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

II. Organisations and partnerships taking part in the implementation The aim of this chapter is to define the organizational and professional frames of the project implementation Identifying the role and activities of the external experts' will clarify their function and their added values regarding the project. The main questions are: the activities of the project partners, their human resources used for the implementation the way the project partners have built up a partnership for successful implementation. "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

II. Organisations and partnerships taking part in the implementation Analysis of organizational framework and roles Main topics: Tasks of the organization Human resources Development of human resources External experts Infrastructure Controlling "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

III. Activities of pilot action Analysing the process of implementation in details from start till the end : pilot elements, i nnovative elements … …e nsures that operation is regulated during implementation "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

Checklist facilitating planning and implementing activities 1.Study of needs, measuring and evaluating inputs 2.Making development plans, defining intervention based on development needs of the target group/service, scheduling and realizing intervention 3.Documentation of the implementation (by using an "Implementation diary" noting down dates of development in each area, measuring and evaluating outputs) 4.Measuring achievements in organizational development, comparing achievements with plans, evaluating the results "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

Checklist facilitating planning and implementing activities 5.Measuring results and documenting improvement of quality of life and competences 6.Building, running and evaluating information networks and networks of supporters 7.Studying the impact of the pilot action on direct and indirect target groups. 8.Promoting effectiveness through planning and realizing activities of dissemination that involve political decision makers "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

IV. Characteristics of target group This theme focuses on: direct target groups (fe: elderly) indirect target groups (fe:family members) stakeholders (fe:neighbours of the elderly) areas of impact You have to give the exact number of the members regarding the target groups! "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

V. Budget This theme has to contain a methodological description. To be able to analyse the pilot actions from financial point of view, the following factors are to be taken into consideration: "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

VI. Results, innovations, impacts and risks AANALYSING IMPACT OF DEVELOPMENT It is useful to give numerical figures related to pilot actions and indicators defined. If this is not possible, the expected impacts must be explained in description. These calculations will be important basis for cost-benefit analysis. " This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

VI. Results, innovations, impacts and risks BSocial and economic impact For analysing social and economic impacts, partners have to present both negative and positive direct and indirect impacts in a quantified manner with emphasis on target groups and areas of impact as defined above. "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

VI. Results, innovations, impacts and risks The following indicators areas may be analysed: 1.Employment and labour market 2.Working conditions 3.Social integration and protection of social groups 4.Equality of opportunities 5.Territorial cohesion 6.Protection of rights and opportunities related to persons and families 7.Self-government and participation in decision making processes – publicity, justice and morality 8.Public health and security 9.Criminality, terrorism and security 10.Research and Development "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

VI. Results, innovations, impacts and risks B. Impact on environment Quantified manner with special attention to environmental elements and their systems "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

Risk analysis A. Analysis of financial risks The goal of assessing financial risk (sensitivity assessment) is to determine how changes in cost (income) elements or factors modify the viability of the pilot action. The aim is to identify critical variables and factors. "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

B. Risks regarding viability and sustainability The aim of analysing risks of viability and sustainability is to identify risks, assess the likelihood of their occurrence and determine the possible ways of risk management. "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

B. Risks regarding viability and sustainability Legal aspects Institutional aspect Social aspects Professional aspects Socio-economic sustainability "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

VII. Sustainability In this chapter the task is to examine the elements of the pilot action planned to be sustained after project termination as well as the elements planned to be further developed. "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

VII. Sustainability a. Organization of sustainability Resources required for sustaining the pilot action Inventory of currently available infrastructure Description of necessary infrastructure and technical equipment Describing controlling and monitoring tasks and processes Presenting the flow of information within organizations and among partners "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

VII. Sustainability b. Identifying tools of communication It is necessary to identify tools and channels of communication that are most compatible with direct target groups and goals of the pilot action "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"

We wish you all the best for realizing the pilot actions! "This project is implemented through the CENTRAL EUROPE Program co-financed by the ERDF"
