19 Managed Bandwidth Services BTW Products and Strategy The majority of BT operational sites (telephone exchanges) are owned by Telereal, BT’s landlord. One telephone exchange closure is currently on the OBV programme:-  Chelsea – site handover – 1 st June 2012 Moorgate was completed on the 1st June 08 and West Ken on the 31 st December 08, both have been handed over to Telereal. There are other sites at the strategy stage, but these will only be made public once they have full financial and operational authorisation. Financial and operational authorisation is normally given 3 to 4 years before the handover date, to allow the works to take place to transfer the network and decommission the site. OBV Team – The Operational Building Closures team comprises of Senior Project Managers, Project Managers and a financial lead to ensure costs are tracked against budget. The are supported by Telereal for building aspects. Building Closure Programme

21 Managed Bandwidth Services BTW Products and Strategy Authorisation given – The business case is first presented to the Green Light Committee who ensure that the business case meets the necessary criteria to forward to the BT Property Operating Board for financial approval. Once approved it will be passed to the OBV Steering Group for operational approval. All CP’s Notified – Once full financial and operational authorisation is given, CP’s are notified – See slides 4 and 6 for detail. Project Start – There is a short delay after authorisation, where the resources are agreed and put in position to start the works. Through Circuits - Copper and fibre through circuits are the first to be diverted, using the Planned Engineering Works process. Work is completed before the migration period. Terminated Circuits – Copper and fibre circuits that terminate on equipment in the closing exchange are transferred using the Planned Engineering Works Process (PEW) during the migration period. Migration Period – This is the window in which all the customers on the closing exchange are transferred across to the new receive site. The duration of this window will vary to encompass the volumes of customers involved. Understanding the Building closures terms

22 Managed Bandwidth Services BTW Products and Strategy Project end – This is the point where all telephony and miscellaneous infrastructure, redundant equipment and services are removed from the site. Handover Date – Once the site is totally clear, a formal sign-off by BT to Telereal enables the building to be handed over to the Landlord, Telereal. Build Receive Site – This involves providing the infrastructure, such as the transmission network, power, vented floors/ceilings, ironwork, etc. Access Network Transfer – All copper and fibre cables are transferred across to the new receive site. Provide Receive Site Network – The various backhaul networks, i.e. Core, SDH, Broadband, etc are provided before migration start. Install Eqmt at Receive Site - Equipment is pre-installed prior to the migration start at the receive site. Migration Team - A fully trained, ring-fenced team of BT engineers are used to migrate customers, using Planned Engineering Works (PEW). Understanding the Building closures terms

23 Managed Bandwidth Services BTW Products and Strategy Understanding the Building closures terms Decommissioning the site – All network kit, i.e. vent plant, generators, internal power supplies etc, have to be removed from site. The site has to be disconnected from the electricity, gas and water supplies. Customer Service - Reasonable endeavours to ensure minimal disruption to customer service and performance. Maintaining the highest levels of Customer Experience is paramount to the teams carrying out the migrations. Consult21 - The OBV team are working with the Consult21 team to ensure all CP’s are notified of a building closure, whether they have equipment at the closing building or not. Notice of Service Termination - A suitable notice period will be given to the CP’s indicating when telecommunications services will be ceased from the closing site. The period of notification will be set in accordance with the Terms and Conditions of the contract. CP’s Equipment rationalisation – CP’s will have the opportunity to rationalise their equipment when moving the equipment from the closing site to the receive site, to take advantage of their access to more than one MDF at the receive site. Funding of the transfer – This will be dealt with on a per contract/site basis with the Openreach and BTW Product/Legal Teams.
