Information Technology and Database Global Theme Yulu Xia, Ron Stinner, Jim VanKirk, Jim Harper North Carolina State University April 4-8, 2006

Outline and Tasks Progress and Activities Near-term Major Events Information Technology and Database Global Theme

Broad collaborations with very constrained budget Emphasize capacity/infrastructure building Structured around the five objectives in the RFA Outline and Tasks

Broad collaborations with very constrained budget –Working with all regional programs and other global themes on data sharing and analysis, GIS, globalization and regionalization through a global IPM technology database and links. –Developing regional IPM networks with three regional programs Outline and Tasks

Emphasize capacity/infrastructure building –Building regional networks for sharing pest management information among the host countries for long term use. –Developing software tools for data visualization and analysis for broad applications. –Integrating currently available IPM resources for the developing countries Outline and Tasks

Objective 1: Develop Decision Support Tools (to organize, analyze, communicate and store IPM information) Objective 2: Analyze data, model interactions, and provide visualization and communication of results Objective 3: A human and information technology infrastructure will be established for agricultural pest information storage and pest monitoring Objective 4: IT support and capacity building Objective 5: Link to USDA Regional IPM Centers’ information and IPM CRSP reporting system Outline and Tasks

Objective 1: Develop Decision Support Tools (to organize, analyze, communicate and store IPM information) –Decision support tools can play significant role in pest management. The typical tools in the category include decision support systems (DSS), expert systems, and databases. This GT will develop and link the decision support tools such as database and expert systems. Global IPM Technology Database West Africa Regional IPM Network (collaborate with the RP) Outline and Tasks

Global IPM Technology Database A central place to store and search IPM Information relating to IPM CRSP programs IPM CRSP programs, HC, and NCSU staff submit data/information Users will be able to search IPM technology and experts online Is the main site for coordinating globalization of the technology developed from IPM CRSP Consists of Data Entry System and Public Access site This GT will be responsible for programming, links, a part of the data entry RP and other GT will be responsible for entering some of the links and shared materials. No financial obligation to/from each other Outline and Tasks

West Africa Regional IPM Network (Whitefly Information System for W. Africa) Regional information sharing system W. Africa RP, HC, and this GT will be responsible for programming and data entry Will link and incorporate whitefly information from U.S. and international sites Outline and Tasks

Objective 2: Analyze data, model interactions, and provide visualization and communication of results –Establish a regional web-based database for plant health surveillance and pest response systems. Major local partners: CIPMNet/RADA, CARDI –Develop interactive cartography for use in monitoring and tracking pests and support the transfer of these technologies. Build from web-mapping tools currently in place that use Delphi code, Active Server Pages, and MacroMedia Flash. –South American Regional Pest Network (INIAP (National Institute of Agricultural Research) and LAC RP Outline and Tasks

Objective 3: A human and information technology infrastructure will be established for agricultural pest information storage and pest monitoring –The main goal of this activity is to help HC and region IPM organization to build or improve their capacity in IPM information sharing and pest monitoring. Two major information systems, Regional Pest Information Systems for the Caribbean/LAC (tentative name) and Asian Regional Pest Information Sharing System (tentative name) will be established Outline and Tasks

Objective 4: IT support and capacity building –This activity is to provide technical support and layout foundation for communication among the IPM CRSP programs and HC. All RP and GT will be involved in some way, but with emphasis on LAC, W. Africa, and SE Asia. –Expected outputs for the year Hardware (computer) and software purchased and installed. Metadata defined, Web and dynamic programming partially completed. Training/workshops conducted Technical support and consultation provided. Outline and Tasks

Objective 5: Link to USDA Regional IPM Centers’ information and IPM CRSP reporting system –General international and national IPM information systems such as IPM CRSP reports and the USDA Regional IPM Centers National Information System –Regional information system sites such as CIPMNET in the Caribbean and other regional IPM information systems this program will help to develop –Major IPM-related technology sites such as GIS tutorials –Where possible, actual data sharing through web services will be established to allow searching of multiple information sources. At the least, this system will connect in this way with the National System for the USDA Regional IPM Centers, the CSREES IPM Performance, Planning and Reporting System (currently being rewritten) and the IPM CRSP Reporting System Outline and Tasks

Progress and Activities –Finalized workplan with our major partners –Participated or planned to participate in regional program participatory planning meetings –Initiated West Africa Regional IPM Network and Global IPM Technology Database (Demo here) –Information Infrastructure building: Obtaining three dedicated URLs for the project –http://Tech.IPMNetwork.nethttp://Tech.IPMNetwork.net –http://WestAfrica.IPMNetwork.nethttp://WestAfrica.IPMNetwork.net –http://SoutheastAsia.IPMNetwork.nethttp://SoutheastAsia.IPMNetwork.net Database design and implementation Information Technology and Database Global Theme

Near-term Major Events –Participate Regional Program Meetings, discuss collaboration with HC institutions. –Make details public about the three networks, ask for suggestions and participation. –Discuss technical suggestions/recommendations to the regional programs and global theme regarding data sampling/collection, visualization, etc. For example, we will suggest that all regional programs/global theme record GPS data in field research, then we will help to visualize and analyze these GPS data with other agricultural/biological data.
