Building for theBy Recycling Industrial Materials 1 Asphalt Shingles Recycling: A National Perspective Kimberly Cochran, PhD U.S. EPA Office of Solid Waste 3 rd Asphalt Shingles Recycling Forum Chicago, IL November 1, 2007

Building for the By Recycling Industrial Materials 2 Upward Trend There is a large drive to increase C&D materials recycling Asphalt shingles have great potential for recycling Post-consumer asphalt shingles are largely not recycled

Building for the By Recycling Industrial Materials 3 State Programs & Regulations Massachusetts ban on disposal before processing California requires 50% diversion from landfills Various states have grants and education programs

Building for the By Recycling Industrial Materials 4 Local Ordinances Disposal bans –Ban of specific materials from being disposed Waste plan requirement –Require all contractors to submit plans on how they will reduce disposal when applying for a permit Deposit system –Fee required when applying for a permit that is returned when recycling is proven Salvage period requirements

Building for the By Recycling Industrial Materials 5 Other Factors Influencing Recycling Increases in fuel prices Green building initiatives Efforts to reduce GHG emissions General difficulty to site landfills

Building for the By Recycling Industrial Materials 6 RCC Challenge Industrial Materials Recycling is a priority of the Resource Conservation Challenge (RCC) –C&D Materials –Foundry Sands –Coal Combustion products Current goal: “Increase C&D materials recycling to 65% by 2011”

Building for the By Recycling Industrial Materials 7 Accomplishing Our Goals Measure – “What gets tracked gets managed” Explore barriers and how to overcome them Increase awareness Recognize success

Building for the By Recycling Industrial Materials 8 EPA Activities Asphalt Shingles = Material Resource –Construction Initiative Encouraging use of industrial materials in building or highway construction projects –Green Buildings, Highways, and Sustainable Sites Helping develop criteria Promoting industrial materials recycling in green structures/sites Promoting coordination between transportation and environmental agencies –Disaster Debris Management Planning

Building for the By Recycling Industrial Materials 9 EPA Activities –Working with industry and government Construction Materials Recycling Association Associated General Contractors of America National Association of Home Builders National Demolition Association Association of State and Territorial Solid Waste Management Officials National Association of Counties

Building for the By Recycling Industrial Materials 10 EPA Activities –Improving C&D materials measurement Measurement tool for contractors –Developing a toolkit to help contractors with how to recycle/use recycled materials –Determining recognition methods –Reaching out to contractors, recyclers, and governments

Building for the By Recycling Industrial Materials 11 EPA Activities Asphalt Shingles = Energy & Materials –Exploring the applicability of use of shingles as a fuel and material for cement kilns –Working with Owens Corning –Looking to other countries that currently practice this

Building for the By Recycling Industrial Materials 12 EPA Innovative Waste Grants 2005 OSWER Innovations Workgroup Pilot Grant to CMRA for Tear-Off Asphalt Shingles Recycling –Update www.shinglerecycling.org website –Recycling Asphalt Shingles: Best Practices Guide –Environmental Issues Associated with Asphalt Shingle Recycling

Building for the By Recycling Industrial Materials 13 EPA Innovative Waste Grants 2004 EPA Region 5 Grant to WasteCap Wisconsin – C&D Waste Management Toolkit & Training –Several recycling accreditation courses held in WI –City of Chicago will host 1 st training outside WI Friday, November 9 th EPA Region 5 Building (Metcalfe Federal Building) www.wastecapwi.org

Building for the By Recycling Industrial Materials 14 Things to Think About What obstacles have you encountered? What role does each participant play in overcoming the obstacles to asphalt shingle recycling? –Contractors –Manufacturers –States –EPA Make sure you use your comment cards!!
