1 District Grants Office Annual Grant Development Update Report to Presidents, September 2014

2 Schedule Preview 8 TRIO Student Support Services grants being prepared of $1.250M+ each 5 Title V – Developing Hispanic-Serving Institutions grants anticipated at $2.5 - $3.25M each over 5 years 3 NSF Advanced Technological Education grants expected 4 NSF Improving Undergraduate STEM Education grants Career and Technical Education grants from the State 4 Song-Brown grants in Nursing and Physician Assistant Training, ~$50,000-$300,000 each

3 Outlook Plans Schedule addresses institution-wide strategic plans Institutionalize grant flow and timelines Spring 2016 opportunities are large – Up to 12 Title V and Title III HSI STEM grants can be requested by 2016; $10M+ at each college

4 DOE Timeline 2015 2016 2017 -Title V Competition 5 grants scheduled – max schedule -Title III HSI STEM Competition -6 grants possible Dist.-wide– individual and cooperative -T-V Fund down list -no competition -Title V Competition (anticipated) -Next opportunity for a Title V; this is a 2- year wait from 2015 Expected U.S. Department of Education Strategy for Title V and HSI STEM Grants

5 Resource Planning for T-V No Title V grants awarded in District in 2014 High competition, low percentage of awards 5 T-V scheduled in District in 2015 Process flow and schedule: to accommodate large grants schedule in 2015/2016 Recommend consulting resources to optimize results

6 Funding Conditions: Title V Preliminary Planning: September – October 1 – Form project concepts/summaries – Form administrative and faculty teams, with project leader – If coop, select partner institution and development agreement – Additional resources: consultants and their agreement(s) prepared – Approval of prelim plans by committees and President to proceed October 1: Commence Project development with Grants Office via timeline – Planning with consultant (if applicable) – Outline of project(s), data collection, budget development – Needs Statement – Comprehensive Development Plan, Evaluation, etc.

7 Resources Planning T-V and Title III HSI STEM: Individual and Cooperative Resources: Consultant? – Munsell & Associates High success rate: 100% in district 7% on Title V: each year of 5 years 6% (discount) on Title III HSI STEM 5 T-V slots left Want committed They recommend doing individuals with their services Write 1 each college on highest priority Want fully committed colleges who will take their recommendations. If no, not the right fit

8 Payment Options 1. Include Evaluation Services as part of payment - each year – ~$17,000 for evaluation to Pinnacle Evaluations – ~$31,000 from non-grant awards 2. Include Evaluation Services and position replacement to reduce or cover entire fee – Ex: tenured faculty salary paid in grant and adjuncts pick up 3 or more classes for savings – Similar for other positions in grant for salary savings – Combination of faculty/counselors and other positions could eliminate yearly fees – Careful planning would create greater savings than fee being paid (‘make money’) – Savings fully realized at the end of the year; payment needs to be made up front 3. Pay full 7% each year out of college funds

9 District Recommendations Review options and decide on grants and resources Consulting is recommended this year ; you will likely wait two years for Title V again and there will not be another Title III HSI STEM competition (mandatory funding ends) Select option to cover consulting fees with position replacement process and evaluation services Start when recommended no matter with Consultant or Grants Office – too many to do with short deadline and precision matters for success Don’t leave money on the table just to save on consulting fees If possible, take advantage of all Title V and Title III potential grants
