2 Challenges and issues Maritime routes: a critical issue
90% of goods are transported by sea Shipping is exposed to threats related to safety (collisions and pollution) and security (human trafficking, smuggling, illegal fishing, piracy and arm robbery) Issue in the Gulf of Guinea 13% of oil imports and 6% of gas to the EU 31 piracy attacks in 2013

3 The institutional response
Regional cooperation is necessary to improve the safety and security of ‘sea line of communications’/SLOCs Yaoundé Code of Conduct signed in June 2013 by 25 countries of West and Central Africa Focus on regional cooperation, law enforcement at sea, information sharing and training Critical Maritime Routes programme: an EU initiative to secure shipping lanes and improve maritime governance Launched in 2009 Operational and technical assistance through projects

4 The EU CRIMGO Project Covers 7 countries (Benin, Cameroon, Eq. Guinea, Gabon, Nigeria, Sao Tome, Togo) Duration: 01/ /2016 Components Regional Cooperation Maritime Information Sharing Regional training programme for middle managers and operators of maritime sector Maritime Law Enforcement

Strengthening the regional organisations ECCAS, ECOWAS, GGC Supporting the regional maritime training institutions ARSTM in Abidjan, RMU in Accra Under the umbrella of MOWCA Enhancing inter-agency cooperation Maritime admins, Navy, Customs, Fisheries, Internal Affairs, Foreign Affairs, Police & Gendarmerie, etc. Developing a sustainable business model

The training ambition CRIMGO component training Participate to the harmonisation of knowledge and systems Improvement of capacities of maritime security and safety in Gulf of Guinea Support to development of maritime safety and security training in Regional Universities (ARSTM and RMU) Contribute to associate companies in the group of stakeholders to allow the reestablishment of stability for the development of maritime commerce

7 Targeting executive managers & maritime administration
Session: Advanced Course Public: Mid-managers (public and private sector) Objectives: Acquire a set of common skills required for a wider control issues and collaborative work Share experience and promote confidence for better efficiency between future stakeholders Being able to cope with regular adjustments of criminality at sea. Ensure the rise in power of maritime centres Duration : 8 weeks Indicative budget per participant : From 8000€ to 9000€ (inc. transport and accommodation, pedagogical support) Done in 2013: 19 executives from 8 countries, at ARSTM – Abidjan (Balance civilians/militaries) Navigation Ship Trade Data Law SAFETY SAR MARPOL SECURITY ILL FISH Threats ENGLISH CRT

8 Targeting maritime operators
Session: Basic Course Public: Operators (public and private sector) Objectives: Acquire a set of common skills required for a wider control issues and collaborative work Share experience and promote confidence for better efficiency between future actors Being ability to cope with regular adjustments of criminality at sea. Duration: 4 weeks Indicative budget per participant: From 4000€ to 5000€ Done in 2013: 19 operators from 8 countries, at ARSTM – Abidjan (50% civilians / 50% militaries) Navigation Ship Trade Data Law SAFETY SAR MARPOL SECURITY ILL FISH Threats ENGLISH CRT

9 Crisis response training - CRT
An unique methodology developed by the project Public: Civil, military and private sector Objectives: Basic trainings on sea events Create a bottom-up process Propose an assistance in solution finding Duration: 5 days Indicative budget per CRT: € Done in 2013: Benin, Sao Tomé, Togo Preparation Play & test Analyse & Feedback
