International Labour Organisation Convention 180 – Article 5 Maritime Labour Convention 2006 – Regulation 2.3 including multi- language support. International Maritime Organisation Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended in 2010 (Manila Amendments) – Chapter VIII, section A-VIII/1. Including exception clauses and multi-language support. United States Oil Pollution Act 1990, Code of Federal Regulations - Title 33 Part 156 section 210(d) and 46 USC 8104. OCIMF Recommendations Relating to the Application of Requirements Governing Seafarers’ Hours of Work and Rest where clauses in above international regulations are applied throughout the period the crew is at work

There has been world-wide recognition that fatigue is a factor that is the root cause of many accidents. It is accepted that exploitation of the work force by imposing unrealistic and unsafe working hours be deemed illegal and must cease. It is accepted that even if exploitation is not prevalent, commercial compulsions that force the seafarers to work beyond safe thresholds, be deemed illegal and must cease. Contd..

However, governments have ratified different maritime organizations’ differing sets of regulations. Some or all of them may be applicable depending on the flag or from port to port or the rank/normal/assigned duty of the seafarer. Further, advisory bodies such as O.C.I.M.F. can and do have differing interpretations for computing periods. It is humanly impossible to calculate or even visualize the possible violations that will ensue from a given pattern of work, especially when the pattern of work is not regular. Administrations have been empowered to detain the vessel if conditions are violated.

In A Nutshell.. On-the-fly, computed results show the user and superintendent, in an instant, the status for compliance/non-compliance of the working hours v/s the regulations. The hour at which the violation occurs and the relevant clause is displayed. The user may select from ‘Convention Requirements Method’ or ‘O.C.I.M.F. Guidelines Method’. If data for working hours is entered after more than one day (date + 2), a comment is generated showing the date and time the data is entered. This is of importance to inspectors. If data is saved to the database greater than 35 days after the start of the computing period, this saved date and time is shown in red font in the GET records dialog box. This is of importance to inspectors. Contd…

In A Nutshell.. The results are exported to reports designed as per the model format. The header sections of these reports will be customised according to the purchaser's SMS documentation. (Logo and reference numbers, etc.). Password access with different rights for different users (Master, Crew, Office users). Provision for entering a date line crossing in either direction. Contd…

In A Nutshell.. Records are stored in a database allowing for intelligent filtering. Sensitive data is encrypted. Multi-language support. Records to be sent to the head office are encrypted and compressed. These small size encrypted text files are e-mailed to the head office and imported there by a simple button click. Contd…

In A Nutshell.. Superintendents perusing these imported records can do a comparative analysis on a chart. This tool is used not just for reporting but for planning the working hours of individual crew. Special export functions for office users – Please ask for a temporary license to evaluate functionality. Reasonably priced. Unlimited support during tenure of license as per T & C.
