4 What are we doing? G8 - agreement that climate change is man made and requires urgent action – RE & EE important Working with partners – IEA, World Bank, +5 countries – top down Supporting action on the ground – bottom up

5 UK support to REEEP FCO - diplomatic support in establishment phase and beyond Defra – involvement in governance and input to programme Current funding –£1m p/a FCO –£2.5m p/a Defra (committed to 2008)

8 Role of the regional secretariats 1.Convene and facilitate regional input to REEEP’s programme formulation 2.Identify regional key opportunities for REEEP 3.Serve as coordinator of regional capacity building initiatives 4.Support REEEP projects and partner interests in region

9 REEEP’s Programme Board Composed of –Regional representatives –Donor representatives –Expert practitioners in RE and EE policy and financing –Stakeholders –Collaborating organisations

10 REEEP’s activity REEEP has 2 areas of programme activity –POLICY and REGULATION –FINANCING facilitation Further central projects support the network – Trampoline, Reegle

11 Programme Priorities in Finance 1.Support development and implementation of innovative approaches for financial risk mitigation 2.Support the incubation and establishment of dedicated funds and finance facilities for RE and EE investments 3.Support development of innovative institutional arrangements for financing (e.g. financial intermediation, ESCOs) to increase the flow of financial resources for RE and EE projects 4.Increase the involvement and build the capacity of the finance and banking sector to increase support to RE and EE projects

12 Programme Priorities in Policy and Regulation 1.Support the development of facilitating policy frameworks for RE and EE in developing and transition countries 2.Build capacity to develop policy and regulatory approaches for increasing the share of RE and EE 3.Support initiatives at the local level for promotion of RE and EE such as city twinning 4.Facilitate integration of policy frameworks such as TRECs, emissions trading, etc for development of markets for RE and EE
