High Performance Building Congressional Caucus Coalition December 14, 2010 Thomas H. Phoenix, P.E. LEED AP

What is ASHRAE? The American Society of Heating, Refrigerating and Air Conditioning Engineers

What is ASHRAE? 55,000 Members 175 Chapters 120 Countries

ASHRAE Mission Statement “To advance the arts and sciences of heating, ventilating, air conditioning and refrigerating to serve humanity and promote a sustainable world”

Building Performance Metrics Steering Committee Performance Measurement Protocols Performance Based Energy Benchmarks Carbon Emissions Calculation Tools High Performance Buildings Database/DASH PMP Best Practices Guide

“You will never know if you got there if you don’t know where you are going..” Building Performance Metrics

The Challenge We need a standardized, consistent set of measurement protocols to: o Substantiate claims of performance o Facilitate appropriate, rigorous, and reliable comparison of measured performance o Provide feedback to designers and building operators

 Why is it measured? The objective  What is to be measured and how is it to be measured? The metric  What are the appropriate benchmarks? Performance Evaluation/Benchmarking

Performance Measurement Protocols for Commercial Buildings Published as ASHRAE Special Publication in May 2010

Measured Protocols Energy Energy Potable Water Usage Potable Water Usage Indoor Environmental Quality Indoor Environmental Quality o Thermal Comfort o Lighting/Daylighting o Indoor Air Quality o Acoustics

Level of Protocol Measurement Level 1 – Basic (Indicative) Level 2 – Intermediate (Diagnostic) Level 3 – Advanced (Investigative)

 Objectives Characterize whole-building energy use and cost Establish energy performance ranking Estimate energy savings potentials  Metrics Catalog of basic building characteristics Annual whole-building energy use by source Annual energy use and cost indices (per unit area)  Benchmarks Energy Star rating (by building type, climate zone) Energy Performance of Buildings Directive rating

 Objectives Characterize and rate whole-building water use/ cost Aggregate uses deposited in wastewater and those not deposited in wastewater (e.g. landscaping) Identify water savings potentials  Metrics Monthly and annual metered water use and cost Monthly and annual water use and cost indices (per unit area and occupant)  Benchmarks DOE/FEMP indices by building type European indices by building type

 Objectives Determine and rate occupant satisfaction Identify thermal comfort problems to be corrected  Metrics Evaluate complaint logs Conduct occupant and operator surveys Spot measure temperature, rh, MRT, airspeed (optional - to determine causes of problems)  Benchmarks CBE or BUS survey databases

 Objectives Determine and rate occupant satisfaction Observe condition of building and HVAC system Evaluate compliance with ASHRAE Standard 62.1  Metrics Evaluate complaint logs, conduct occupant surveys Determine if OA quality is poor (NAAQ Standards) If combustion sources, spot measure CO levels Measure outside air flows (CO2 levels as indicator)  Benchmarks CBE or BUS survey databases Standard 62.1 OA flows and distribution

 Objectives Determine and rate occupant satisfaction Identify problems to be corrected  Metrics Conduct occupant and operator surveys Evaluate lighting checklist to identify problems Spot measurements of illuminance  Benchmarks CBE or BUS survey databases IESNA and/or EN 12464 illuminance levels by space type

Continuing Efforts ASHRAE Building EQ Labeling Program Performance Metrics Best Practices Guide – est. late 2011 Building Energy Modeling Conference – April 4-6, 2011 Web-based Educational Tools – ASHRAE Headquarters, etc.
