2 Update on Scholarships Blast email from Dr. Haynes sent out 9/19 to all current IS grantees with endowment reports in our database...uses are clearly described in the Department’s regulations at 34 CFR §628.45: The use of income is limited to supporting the operation of the grantee institution and of the endowment fund itself. Direct aid to students is not considered among allowable uses of such income.... 3 Revising the APR system... Concept is a ‘grant report card’ with three components: o Progress on grant (process); o Summary of activities by focus area and LAA; and o Actual (objective) performance measures. Work on all three fronts... Pilot test in FY 2017?

4 Grant Process... Summary of grantee proposal: Goals, objectives, activities, measures (baseline, targets) Each successive APR reflects activities/ accomplishments toward the proposal goals and objectives Some possible ideas on process: o What proportion of your grant’s total level of effort has this activity required in the past year? o Please characterize your overall progress toward meeting the goals specified for this activity in your proposal... o What are unforeseen effects of your activities?

5 An example... Goal statements: Our goal is to help all students, especially those of high need/low income, afford and complete a college education… to facilitate [institution] to become self-sufficient, expand our capacity to serve high need/low income students, and to improve and strengthen our academic quality, institutional management, and fiscal stability. Objectives: …to establish two centers, one for integrated advising and one for instructional reform, which in collaboration will dramatically increase first- and second-year retention, and four-year and six-year graduation rates. Activities: o Establish a Center for Educational Excellence (CEE) – purpose is to revise curriculum and train faculty; o Establish a Center for Advising and Achievement (CAA) – purpose is to improve advising resources and train faculty in their use; o Upgrade technology (bandwidth, classroom equipment, software) o Improve financial stability (by increasing tuition revenues through increased retention, and by raising endowment funds)
