3 UNAIDS Joint United Nations Programme on HIV/AIDS Mission: Lead, strengthen and support an expanded response to HIV and AIDS that includes preventing transmission of HIV, providing care and support to those already living with the virus, reducing the vulnerability of individuals and communities to HIV and alleviating the impact of the epidemic. 6 Unified Budget and Workplan 2006-2007 2006-2007 Unified Budget and Workplan considerations for action: -Supporting achievement of the UN Declaration of Commitment on HIV/AIDS and the Millennium Development Goals -securing additional resources for the response to AIDS from international and domestic sources -providing timely and effective support to countries to scale up their national response -eliminating bottlenecks to effective action (“making the money work”) through better coordination among donors, meeting demands for technical support and strengthening human resources capacity in countries -promoting country-level ownership, harmonization, and accountability through implementation of the “Three Ones” principles to enhance strategic coordination and effectiveness

7 …Unified Budget and Workplan 2006-2007 continued… -Supporting major global initiatives including multilateral funding initiatives, and efforts to expand access to antiretroviral treatment and revitalize worldwide prevention efforts -Addressing gap areas in the response such as stigma and discrimination, human rights and neglected population groups including injecting drug users, sex workers, men who have sex with men, women and girls and uniformed services -Ensuring strategic coherence of the work of the Cosponsors and the Secretariat and the UN system as a whole

9 HIV/AIDS in Sub-Saharan Africa Sub-Saharan Africa is home to just over 10% of the world’s population, but contains more than 60% of all people living with HIV

10 HIV/AIDS in Sub-Saharan Africa Data collected by UNAIDS -Globally, there were an estimated 17.3 million women living with HIV in 2005 – three quarters (or 13.2 million) were living in Sub-Saharan Africa -Almost 90% of the total number of children living with HIV live in Sub- Saharan Africa -In 2005, an estimated 2.7 million people in the region became newly infected with HIV and 2 million adults and children died of AIDS

11 UNAIDS in Sub-Saharan Africa Case Study: Zambia Project: Increasing Editors Awareness of HIV and AIDS and Gender -In partnership with UNAIDS Zambia (and other cosponsors) the Zambian chapter of SAEF (Southern Africa Editors Forum) held a national consultation with editors and media owners -Aim: increase the awareness of media managers on the promises made by the Government of Zambia to respond to the epidemic and to have the Zambian media make the promise to address HIV and AIDS both in its reporting and in its workplaces

12 UNAIDS in Sub-Saharan Africa Case Study: Zambia Project: Supporting prisons in the response to HIV and AIDS -UNAIDS in Zambia provides technical assistance to policy and action plan, coordination of partners and resource mobilization for HIV and AIDS activities in prisons

13 Other UNAIDS Work -In Malawi, UNAIDS officers worked closely with the core drafting team that produced a new national action framework for 2005– 2009. -In Angola, strong support from UNAIDS contributed to the passage by the National Assembly of legislation establishing the rights of people living with HIV. -In the Federal Republic of Nigeria, United Nations agencies have participated in eight thematic working groups to review the previous national AIDS framework and to develop a National Strategic Plan 2005–2009. A broad array of stakeholders, including civil society and a national network of people living with HIV are actively participating in the process. -In the Republic of the Gambia, the United Nations Theme Group supported production of a film, Ultimate Inheritance, which addresses HIV issues among women, including traditional practices that may place women’s health in danger. -In Kenya, the United Nations Country Team developed a joint advocacy plan to elevate the profile of women’s and girls’ issues on the national agenda.
