2. I NTRODUCTION India has one of the largest higher education systems in the world with record number of institutions. At present there are 611 Universities in the country including 289 state Universities,130 Deemed Universities,43 Central Universities,94 private universities and 5o institutes of National Importance are providing higher education to the students in the various disciplines. The College libraries in India have a significant role to play in higher education. Majority of the undergraduate and graduate students of the country getting higher education through these colleges. In India as per the report of UGC (2012) 31324 colleges are providing higher education to the large number of students.

C ONTRIBUTION OF UGC The UGC has played a significant role in the growth and development of college libraries since1953 by giving grants for books, equipment, staff and library buildings and has done a remarkable job in salary and status improvement of the college librarians. Establishment of INFLIBNET (An autonomous Inter University Center of UGC) in the year 1991 is a milestone in the process of modernization of university and college libraries in India

4. O BJECTIVES OF THE S TUDY To find out the various schemes of UGC for colleges. To study the Schemes in which the grant is available to the libraries To find out role of UGC in the development of College Libraries

UGC SCHEMES UNDER X II TH PLAN 1.Scheme of Development Grant to the colleges The development assistance to colleges should be focused to support the teaching –learning process by upgrading basic infrastructure like library, laboratory etc. Eligibility Conditions- It shall be mandatory for every college to get accredited by the accreditation agency after passing out of two batches or six years, whichever is earlier, The Assistance under this scheme will be provided to only those colleges which have been included under section 2(f) and have been eligible to receive central assistance under section of 12B of the UGC Act.

6. N ATURE OF A SSISTANCE For Books and Journals- Grant for purchase of Books and journals including ejournals, microfilms, CDs,including setting up of book bank and /or strengthening of the existing book banks in order to augment the facilities and improve reading habits among the students. The library grant may be utilized over the plan period to procure the latest publications. Care may be taken not to purchase Second Hand Books. The amount up to 15% under this item may be utilized for stacking purpose

7. L IBRARY A UTOMATION Computer systems, Library management software, Internet and other equipment for library automation can be purchased from the equipment grants Construction/Extension /Renovation of Library Building The college can construct /extend /renovate various types of building such as library, laboratory, and class rooms. The building grant will be available on 100% basis.However expenditure on construction /extension and renovation of building should not exceed 50% of the total grant under General Development Assistance.

8. C OACHING OF SC/ST/OBC AND M INORITY C OMMUNITY STUDENTS FOR ENTRY IN SERVICE In order to prepare students belonging to SC/ST/OBC/(NCL) and Minority communities to get gainful employment in Central and other services mentioned above. Nature of Assitance – 1.Books and Journals and Study Materials. Rs.4.00 lac. 2. Equipments Rs.6.00 lac.

C OACHING OF SC/ST/OBC AND M INORITY C OMMUNITY STUDENTS FOR NET/SET In order to ensure that more and more SC/ST/OBC (NCL) and Minority candidates become eligible to apply for teaching posts,the UGS will continue the scheme for coaching for SC/ST/OBC and Minorities to prepare for NET or SET. Eligibility Conditions- Colleges with postgraduate departments and covered under Sections 2(f) and 12 B of the UGC act will be considered for financial assistance under this scheme Nature of Assistance Books and Journals and Study Materials Rs-2.00 lac. Equipments Rs.5.00 lac.

10. R EMEDIAL COACHING FOR SC/ST/OBC AND M INORITY C OMMUNITY STUDENTS In order to enable students belonging to SC/ST/OBC(Non Creamy Layer ) Minority communities who need remedial coaching to come up to the 30 level necessary for pursing higher education efficiently and to reduce their failure and dropout rate Eligibility Conditions- Colleges covered under Sections 2(f) and 12B of the UGC Act with students belonging to SC/ST/OBC (non Creamy Layer) and minority communities will be considered for financial assistance under this scheme Nature of Assistance 1. Books and Journals- Rs.4.00 lac. 2. Equipment Rs.6.00 lac.

11. C OLLEGE WITH POTENTIAL FOR E XCELLENCE /C OLLEGE OF E XCELLENCE The college fulfilling the following criteria will be consideration under the scheme.The college should be minimum 10 years old.The College should have been recognized under section 2(f) and 12 (B) of UGC Act. The college has to be and accredited by NAAC with a minimum of “B” grade at the time of applying for first phase of CPE status. Nature of Assistance The grant up to Rs.150.00 lakhs under the scheme will be provided for each college during the xii plan period.50% grant may be spent on the general development of the college.

12. S CHEME FOR S EMINAR /S YMPOSIA /C ONFERENCE FOR COLLEGES The Scheme provides financial assistance to the institutions for organizing Conference,and workshops at State, National and International Levels in varies field ELIGIBILITY CRITERIA The scheme is available to all colleges which comes under section of 2(f) and 12B of the UGC act 1956.It shall be mandatory for every college to get accredited by the Accreditation Agency. Nature of Assistance The UGC assistance in case of state level activity may be limited to Rs.1.00 lak.and that for a National Level activity to Rs.1.50 lak and for International Level assistance will be limited to Rs.2.0 Lak.only.

13. T RAVEL G RANT TO THE T EACHERS /C OLLEGE L IBRARIANS The Scheme is for providing financial assistance to permanent teachers and librarians of colleges and vice-chancellors of the universities to present research papers at International Conference abroad. Nature of Assistance Financial assistance for permanenet teachers of colleges,college librarians enlisted 2(f) and 12 B of the UGC act will be paid on 100% once in a three years for the total admissible expenditure

14. F ACULTY D EVELOPMENT P ROGRAMME Condition of Eligibility The teacher should be permanent/confirmed. The teacher should not be more than 50 years of age (Relax able by 5 years to women teacher ) should have at least 3 years of experience. Librarian not having teaching experience are not eligible

15. C AREER O RIENTED C OURSES Various career oriented (certificate, Diploma and Advance diploma )courses are available under this scheme. College library is eligible to conduct this program. Advance courses alike Library automation and Networking,Library and office automation etc.

16. S CHEMES FOR PERSONS WITH D ISABILITY The UGC had started the scheme of assistance to university/colleges for Higher Education for person with special needs Nature of Assitance The UGC will provide an adhoc onetime grant to upto Rs.3.00 lakh

17. C ONCLUSION University grants commission is playing major role in the development of University and college libraries in India Findings of the study show that in most of the Schemes financial grant is available for Library Building,Extention of library building, Library Automation, purchasing of books and journals including e journals and other study materials. Schemes are also available for the professional development of the college librarians. Just need of the submission of proposal to the UGC for assistance
