Why we should… ■ Buildings currently represent almost 40% of total final energy consumption. ■ Most European countries are faced with the problem of a shrinking population and as a result with the problem of shrinking cities. ■ “The city of tomorrow is the city of today” (Thomas Sieverts), that means 70% of the building stock, we will be using in 2050, has already been built. ■ Across Europe a considerable part of the existing housing stock was built prior to the first oil crisis in the 1970ies with no consideration to energy efficiency.

Article 7 Existing buildings ■ The rate of building renovation needs to be increased…set an annual rate [for] of all buildings owned by public bodies ■ There is a need to identify and remove regulatory and non- regulatory barriers to the use of energy performance contracting …Obstacles to the renovating of the existing building stock based on a split of incentives between the different concerned actors should also be tackled at national level. ■ („deep“ renovation) The Legislation – EE-Directive

■ new, and existing buildings that are subject to major renovation, should meet minimum energy performance requirements adapted to the local climate. (defined in value or surface area) ■ …reduce existing legal and market barriers and encourage investments ■ Such measures could include…free or subsidised technical assistance and advice, direct subsidies, subsidised loan schemes or low interest loans, grant schemes and loan guarantee schemes…could link …such measures to …energy performance certificates. ■ The Commission shall by Dec. 2012 and every 3 years … publish a report on the progress of …best practices as regards the cost- effective transformation of existing buildings into nearly zero- energy buildings. ■ The Commission shall, where appropriate, assist upon request Member States in setting up national or regional financial support programmes The Legislation - EPBD
