1 Overview… Three core areas: Policy / Process, Automated Contractor Management Tool, and Execution / Boots on the Ground Synchronized Predeployment & Operational Tracker Execution / Boots on the Ground Policy / Process Collaborates with Contracting community References 4 Series, FAR and DFAR Implements DoDI Influences contracting company compliance Formalize Joint Doctrine Provides NIPR Access to contractor companies Leverages existing authoritative data sources Meets all DoDI requirements Provides COCOMs functional management of contractor assets Uses score card to report compliance Provides deployment management visibility Allows for insight into movement tracking Forces contractor companies to maintain detailed employee records Allows scalability without increasing manpower by collaborating with current assets (i.e., technology, people, processes) Value Statements Mission: create a Joint, closed-end business process that implements DoDI , using a functional management system for deployed contractor personnel

2 Allows government to manage capabilities rather than headcount
The Process… Paradigm Shift: Contractor management falls on companies; Government role is oversight Contract Clauses provide the teeth! Allows government to manage capabilities rather than headcount

3 Key initiatives support contractor management and reporting processes.
Project Enablers… Key initiatives support contractor management and reporting processes. Develop a system-generated Letter of Authorization (LOA) using the contractor management tool; act as administrative gate for deploying contractors Develop a DoD standardized document required for contractors to carry while on travel Streamline the process by automating KO signature through PKI encryption Minimize duplication of data entry through auto-population of required fields Field Joint Asset Management and Movement System (JAMMS) Provide the ability for exact tracking of contractor assets using existing data Use globally unique identifiers to track contractor movement and optimize bandwidth (complies directly with DoDI) Provide a blueprint for tracking Third Country Nationals/Foreign Nationals (TCN/FN) Use FiXs to broaden the methods of tracking contractor accountability Streamline process by eliminating need for government-issued ID card; company credentials suffice through Federation of Identity & Cross-Credentialing System (FiXs) Enable QA of contractor information from independent company data sources Leverage industry best practices in meeting contractor management requirements

4 Current Capabilities SPOT Capabilities respond to Joint requirements and COCOM command and control need for contractor management and accountability Implements initial DoDI , Contractor Personnel Authorized to Accompany the U.S. Armed Forces, October 3, 2005, capabilities Provides web-based joint database with by-name accountability and tracking, contractor employee management info and points of contact Allows secure access for Contractor Companies to maintain their employee data Updates Contract Information to portray a summary of contract services or capability information Validates contractor data at multiple points – pre-deployment through redeployment Uses dynamic web services (enter once populate many) Provides web-based means to record contractor pre-deployment requirements completion Presents both push and pull reporting capabilities Eliminates need for resource-intensive data calls Offers statistical reporting

5 Provides SPOT data to customers based on their requirements
Future Capabilities… Improved SPOT capabilities will incorporate secure functionality and web services with additional authoritative data sources Generates digitally-signed Letters of Authorization with unique SPOT barcode compatible with DoD scanning technologies Leverages existing DoD system to implement credentialed bar-coding scanning Obtain data from other authoritative data sources Provides SPOT data to customers based on their requirements Identifies a specific contingency contractor to a particular defense contract Works w/DoD & DoS to provide means to uniquely identify Foreign Nationals

6 Scalable, customizable application
Summary Application proven in OEF/OIF, Tsunami Relief, JTF Katrina since Leverages ongoing DoD efforts; uses best business practices. Scalable, customizable application Technology meets Enterprise (EA) and Service Oriented Architecture (SOA) requirements Strategic partnerships with Defense and Private Sector Joint level working groups and focus groups driving project direction SOA = Services Oriented Architecture
