Contributing companies are also willing to grant licenses under such contributor copyrights to third parties on reasonable, non-discriminatory terms and conditions for purpose of practicing an Organizational Partner’s standard which incorporates this contribution. Background 2 PCC in cdma2000 specification (X.S0062 v1.0) allows the network to initiate QoS setup and allows the AF connected to the PCRF control over the QoS via the Gx interface, e.g., for IMS services AF is not feasible for some applications, e.g.,VoD 3GPP has added TDF(Traffic Detection Function) in the PCC architecture Release 11 TDF allows the detection of application specific traffic and bandwidth guarantees, traffic gating and bandwidth limitations for the detected traffic TDF can be a standalone function or built-in within the PCEF

Traffic Detection Function in CDMA2000 [1] TDF detects application specific traffic for non-IMS services On instructions from the PCRF Via pre-configured rules at the TDF On indications from the AAA through authentication and authorization procedures Reports detected application specific traffic to the PCRF The PCRF could then initiate policy control for such application specific traffic Performs bandwidth guarantee, traffic gating or bandwidth limitations for the detected application specific traffic By means of dynamic control from the PCRF By means of operator pre-configured policy 3
