PM Task Group Activity report - Tasks defined at the TFEIP in Warsaw - Activities in 2003/04 - Action plan - The future? Prepared by Z.Klimont - member of the PM Task Group UNECE TFEIP meeting, 19-20 October, 2004, Palanza, Italy

Tasks Defined at the TFEIP meeting in Warsaw, 2003  Suggest standard format for providing emission factor information for PM considering size, number and chemical distribution (*)  Identify major gaps in the Guidebook with respect to PM sources; propose and prioritize improvements (*)  Establish collaboration with other Panels to prepare reviewed Guidebook chapters (**)  Suggest reporting format for PM sources that takes into account size and chemical distribution (**) (*) Proposal to be discussed at the next TFEIP meeting (**) Time-frame to be discussed at the next TFEIP meeting

Activities in 2003/2004  Writing lots of E-mails that resulted in a more detailed specification and extension of tasks, e.g., How to improve reporting of PM10 and PM2.5 versus (not really used) TSP? Guidebook chapters dealing with PM sources should include specific information on control efficiency of abatement options and indicate its presence in referenced measurements, How to deal with resuspension? Transferability of measurement results, e.g., geographical coverage, ‘temporal factor’, What should be included in chemical speciation? Urgent definition of needs from the modelling community!  Meeting in December 2003 where the ‘action plan’ was developed

Meeting in Oslo, December 2003 Discussed topics  Assessment of information available on the chemical and size speciation of anthropogenic and natural PM sources.  Definition of modellers’ requests.  The concept for the technical report.  Integration of the results in the Guidebook.  Assignment of tasks and time schedule.

Meeting in Oslo, December 2003 Requirements from the modellers (anthropogenic sources)  Chemical speciation of PM (PM2.5 and coarse PM), given as percentage of the mass emitted (best estimates and ranges); all data per sector as defined in Table IIIB, page 31 of Reporting Guidelines (EB.AIR/GE.1/2002/7) LEVEL-1: EC, OC, Mineral dust for 9 aggregated sectors LEVEL-2: EC, OC, Ca, Mg, Si, K, Na, Fe, Al, Trace metals HM (Hg), POPs for 39 sectors  Information of gas/particle partitioning at source for HM and POPs

Meeting in Oslo, December 2003 Requirements from the modellers (natural sources)  Chemical speciation of PM given as percentage of the mass emitted (best estimates and ranges) for the following sources: SOIL EROSION – resuspension (modelling task), SEA-SALT – (modelling task), SAHARAN DUST, BIOMASS BURNING FROM FOREST FIRES, BIOGENIC ORGANIC AEROSOL (Terpenes), VOLCANOS, BIOGENIC PRIMARY AEROSOL (Pollen)

Meeting in Oslo, December 2003 Action plan TaskWhen? Natural PM sources; provide contact details 1 December’03 Chemical speciation of anthropogenic PM; LEVEL-1 15 March’04 Chemical speciation of anthropogenic PM; LEVEL-2 15 March’04 Second meeting of the PM Task Group March-April’04 Draft Guidebook chapters (anthropogenic sources; LEVEL 1 and 2 tables) 15 September’04 Draft Guidebook chapters (natural sources; soil erosion) 15 September’04 Analysis of the HM and POP PM content (LEVEL-2 table) 15 September’04 Presentation at the TFEIP meeting October’04

Hopefully NOT the last word…  Unfortunately the ‘action plan’ remains largely a plan, Lack of resources hampered further progress (initial reference data collection performed for the Netherlands), Interest is still there and the need is greater than ever, NILU has resources to work on HM and POPs, Do we need to change priorities, organize another data-and brain-mining meeting?  We would welcome new members!  Any suggestions, comments, commitments?

Next few steps  Contact Expert Panels to summarize the current status of gaps/priorities (their perspective)  Collect information about the level of interest/commitment, area of expertise, availability from the people that put themselves on the PM TG list  Elect the Boss of the PM Task Group for 2004/05 Send a glossy Newsletter
