Most Public Service Commissions in Southern States Encourage public and other non-utility participation in utility proceedings. Have time set aside on agendas for public comment. Clean Air Act – Section 111 GHG emissions for mobile sources, light-duty vehicles went into effect January 2, 2011 under Section 202. New Source Performance Standard {111(b)}. Reduces carbon emissions from all new sources. On September 20, 2013, EPA re-proposed the standard. Impacts new coal and natural gas power plants. Existing Source Performance Standard{111(d)}. Reduces carbon emissions at all existing power plants that burn fossil fuels. EPA sets guidelines for implementation by states. EPA will propose ESPS by June 2014.

Developing Energy Trends Energy Efficiency is an important energy source for utilities to meet system-wide energy capacity needs. New energy financing tools will help commercial, industrial, governmental, and residential customers: PACE, On-bill repayment/financing, energy performance contracting. Distributed generation, energy efficiency, demand response management are changing utility business plans. Federal and state regulations and the market are bringing balance to energy generation.
