2 Internal Unrest in Japan With pressure mounting from external sources, Japan’s leaders started to have heated debates as to whether Japan should have conceded to the American requests to open up trade. Many leading Japanese intellectuals saw the agreements negotiated as ‘unequal treaties’.

3 Grade 8 - Japan Eventually, Japan was also pressured to sign treaties with Russia, Britain, France and the Dutch. These treaties were also considered to be ‘unequal’. Many Japanese felt that the shogun was no longer in control and had been humiliated. He was no longer viewed as the ‘subduer of barbarians’.
