2. Pasadena Water and Power Department 2 On May 24, 2004 City Council established Underground District 04-1 for Los Robles from Washington Blvd to Woodbury Road. On August 10, 2009, Council approved a contract with VCI Telcom for construction of underground electrical conduit systems in the district for an amount not to exceed $2,587,780. Pasadena Water and Power Department 3 Cost Overruns A number of factors created cost overruns:  Joint Trench Agreement required other utilities to finalize contracts with VCI before work could begin, which delayed work.  Cost of PVC piping increased due to delay.  Additional traffic control was required, increasing labor and equipment costs.
