Institutional and Technological Innovations to address Climate Change Jerome C. Glenn The Millennium Project World Federation of UN Associations www.stateofthefuture.org

How can sustainable development be achieved for all? 1 How can everyone have sufficient clean water without conflict? 2 How can population growth and resources be brought into balance? 3 How can genuine democracy emerge from authoritarian regimes? 4 How can policymaking be made more sensitive to global long-term perspectives? 5 How can the global convergence of information and communications technologies work for everyone? 6 How can ethical market economies be encouraged to help reduce the gap between rich and poor? 7 How can the threat of new and reemerging diseases and immune microorganisms be reduced? 8 How can the capacity to decide be improved as the nature of work and institutions change? 9 How can shared values and new security strategies reduce ethnic conflicts, terrorism, and the use of weapons of mass destruction? 10 How can the changing status of women improve the human condition? 11 How can transnational organized crime networks be stopped from becoming more powerful and sophisticated global enterprises? 12 How can growing energy demands be met safely and efficiently? 13 How can scientific and technological breakthroughs be accelerated to improve the human condition? 14 How can ethical considerations become more routinely incorporated into global decisions? 15 15 Global Challenges–the Agenda today How can sustainable development be achieved for all? 3 We Need A Global Strategy To Address Climate Change Who leads? Who manages? United Nations? Bi-Lateral leadership? Coalitions of global corporations? What role for universities, NGOs, and Philanthropy?

Potential UN Global Climate Change Strategic Development & Management Connect government and UN agency future strategy units via Web/intranet with the Offices of the SG and President of the GA Connect government and UN agency future strategy units via Web/intranet with the Offices of the SG and President of the GA Create an interoperable global futures scanning system in the SG’s Office and in each major UN organ Create an interoperable global futures scanning system in the SG’s Office and in each major UN organ Design a global situation room for the SG that might initially focus on global climate change Design a global situation room for the SG that might initially focus on global climate change Develop a UN integrated or collective intelligence system for just in time knowledge to support the Secretariat’s management Develop a UN integrated or collective intelligence system for just in time knowledge to support the Secretariat’s management Use Real-time Delphi to rapidly collect best judgments world-wide to support decisionmaking Use Real-time Delphi to rapidly collect best judgments world-wide to support decisionmaking Support the UN situation room the UN-Gov Strategic Intranet, collective intelligence system, and RT Delphi Support the UN situation room the UN-Gov Strategic Intranet, collective intelligence system, and RT Delphi

In Addition To The Usual Suggestions On Climate Change: Carbon Tax and Carbon TradingCarbon Tax and Carbon Trading Reduce deforestation increase reforestrationReduce deforestation increase reforestration Industrial efficiencies and co-generationIndustrial efficiencies and co-generation Conservation and recyclingConservation and recycling Renewable energy sources like wind, ground solar, hydro, regular geothermal, tidal, etc.Renewable energy sources like wind, ground solar, hydro, regular geothermal, tidal, etc. Which all are good, but other steps are very important that are less well understoodWhich all are good, but other steps are very important that are less well understood

Eleven Additional Steps To Turn Around GHG Emissions 1.US-China Global Energy Strategy 2.Saltwater Agriculture 3.Carbon Sequestration Total Matrix 4.Low cost electric car batteries 5.Solar Power Satellites 6.Enhanced Geothermal 7.Animal protein without animals via stem cells 8.Urban Systems Ecology 9.TransInstitutions 10.Global Climate Change Collective Intelligence 11.UN Global Climate Change Strategic Coordination

Can a global climate change collective intelligence be created… so that it can help politicians, energy experts, and the general public understand the whole energy picture… and get “just-in time knowledge” about specifics… to lead to better questions and decisions?

One Approach 1. 1.Build on a Phase I study by the Millennium Project for a global energy network and information system (GENIS) 2. 2.Create prototypes, conduct initial tests (in cooperation with additional organizations (MIT, SRI, others) 3. 3.Establish the operational system by others such as Google, Microsoft, Oracle, Branson’s Climate Change War Room, UN situation room)

GENIS (Global Energy Network and Information System) The Global Energy Network (GEN), providing communications and collaboration capabilities for a worldwide community of experts and others working on, or concerned with, energy issues; The Global Energy Information System (GEIS), a repository (knowledge base) and associated interactive access facility for as much of the world's total knowledge (actual content, pointers to external systems, and ability to mashup from other databases into one integrated set of outputs) about energy as can be accumulated.

Conventional user interface will be offered as well as alternatives

User interfaces should show relation of parts and the whole

An Information unit can be: linked with ‘attributes’ in the column at the right edited wikipedia-like by GEN Receive additional inputs to be added to open- ended non-peer reviewed

Example of an Issue overview

An Application of GENIS in real-time during a political hearing for “just in time knowledge”

Energy Dashboard

GENIS Phase I is complete we are now seeking funds to build the Phase II prototypes

UN Organizations NGOs Universities Governments Corporations Millennium Project … May become a TransInstitution

Millennium Project Nodes... are groups of individuals and institutions that connect global and local views in: Nodes identify participants, translate questionnaires and reports, and conduct interviews, special research, workshops, symposiums, and advanced training.

Enclosed CD contains over 6,000 pages …invaluable insights into the future for the UN, States, and civil society. --- Ban Ki-moon Secretary-General United Nations
