Presentation Topics Introduction to the Canadian Nuclear Safety Commission (CNSC) Final written submission findings CNSC licensing process Public information sessions CNSC staff concluding remarks 2 2
3
Regulatory Role Canada’s nuclear regulator
Licensing and compliance of nuclear facilities Does not regulate: other types of mining uranium exploration 3 3
4
Role in this Environmental Assessment
Provide technical expertise Not a decision maker during the environmental assessment (EA) Conduct extensive licensing process, after the EA, if applicable
5
Mandate Protect the health, safety and security of persons and the environment Implement Canada’s international commitments on the peaceful use of nuclear energy Provide scientific and regulatory information to the public

Final Environmental Impact Statement
Staff review focused on: proposed mine and mill sites how AREVA addressed CNSC’s comments
8
Topics Reviewed Atmospheric environment Geology Geotechnical design
Waste rock and tailings Hydrology, hydrogeology and groundwater quality Aquatic environment Terrestrial environment Human health risk assessment Ecological risk assessment Human performance Environmental management systems Effluent treatment, control and monitoring
9
Findings Overall, the responses were sufficient for the EA phase
No new specific comments Several new post-EA expectations for AREVA were identified
10
Post–EA Commitments from 2013
Design and construction Tailings management Andrew Lake pit Waste rock management Hydrogeology General Human performance Environmental management plan
11
Proposed New Post-EA Commitments
Consider best practices related to improving air quality Provide more detail on groundwater flow analysis Update human health risk assessment for nickel Provide final sewage and waste water design options
12
CNSC Staff Conclusions
Revisions made by AREVA are acceptable for an EA Methods used and assumptions made were appropriate Overall, staff agreed with the Final Environmental Impact Statement (FEIS) conclusions for topics within the mandate of the CNSC
13
Correction to Final Written Submission
P. 19: Clarifying that the toddler doesn’t accompany the Judge Sisson’s Lake hunter, the toddler just eats the food that the hunter brings back No change to staff conclusions

CNSC Licensing Process ᓄᖑᔪᐃᑦᑐᒥᒃ ᐱᔪᓐᓇᐅᑎᖃᕐᑐᑦ ᐱᓇᓱᒃᓂᖏᑦ
Application Environmental assessment Post-EA commitments Technical review Public hearing Licence decision Compliance program 14 Canadian Nuclear Safety Commission nuclearsafety.gc.ca
15
Working with Others CNSC works with other regulatory agencies
CNSC works with Aboriginal groups and community liaison committees Partners discuss common concerns, conduct joint inspections, carry out technical reviews together and share inspection reports
16
Recent Public Information Sessions
Communities: Baker Lake Chesterfield Inlet Coral Harbour Rankin Inlet Federal departments Nunavut regulatory agencies
17
Examples of Topics Raised
Human and wildlife health Nunavut environment Licensing process Financial guarantees Historical mining Radiation protection Environmental monitoring Fuel cycle (spent fuel) 17 17
18
Uranium Miners CNSC provides information on the health effects of uranium mining CNSC studies uranium miners’ radiation exposures and health effects CNSC reviews research conducted around the world
19
People Living near Uranium Mines
CNSC monitors environmental releases around uranium mines Public doses are below public dose limits Studies provide no evidence of increased risk of cancer or other health effects to local communities
20
Concluding Remarks from CNSC Staff
Agree with FEIS conclusions Have several recommendations for the Nunavut Impact Review Board Will conduct extensive CNSC licensing process if project proceeds
