Water catchment management: Secure wildlife corridors and migratory routes: Develop a national waste management system: Land cover and land use mapping: Ministry of State for Planning, National Development & Vision 2030 under PM Office

6 Medium Term Plan – MTP (2008-2012)
First 5 yr national development plan to implement Vision 2030. Flagship projects AND other sectoral priorities (e.g. National Environment Action Plan – NEAP). 20 Sectoral Working groups: Env. Water & Sanitation Mechanisms: MTP Guidelines – cross-cutting issues. MEMR participation in some working groups. NEAP

7 District Dev. & Env. Plans
MTP - NEAP District Dev. & Env. Plans MTP currently under development. National Environment Action Plan (NEAP) 2008 currently under development. Both chaired by MPND NEAP presentation to all sectors at NEAP Steering Committee (planned for) District Development Plans under development. District Environment Action Plans informing DDP process. Both led by the District Development Officer and with engagement of District Environment Officer (where they exist)

Environment Action Plan Manual (NEMA) Sectoral assessment Prioritised implementation matrix District “Handbook” on District Development Plans Environment. included in DDP assessment & prioritisation District Development Officers sensitised on DEAPs and environment mainstreaming (Oct. 07).

9 Budget Process - MTEF MTP Sector Working Groups to feed into MTEF Sector working groups. Budgeting process does not reflect an assessment on investment returns relating to environmental management and poverty reduction. Mechanisms: Public Expenditure Reviews by Sector. 2005 training in PER for Environment Sector

10 Lessons Learned & Way Forward
Presentation of information to inform planning: WF: 1) Proposal for 2/4 year State of the Environment Reporting cycle, 2) review of Environment Action Planning manual; and 3) Concise and quality assessments and briefing documents Inconsistencies in coordination in planning process & PEI delays: WF: Office of the PS, MPND, to become champion of NEAP and mainstreaming. WF: Review of PEI Kenya and Phase III design.

11 Lessons Learned & Way Forward (2)
Achieve a balance between top-down vs. bottom-up planning: WF: Community Action Plans and explore options for Constituency plans and their monitoring. Public Sector Reforms & Performance Contracts as a tool for mainstreaming: WF: Endorsement of the NEAP

12 Lessons Learned & Way Forward (3)
Ineffective Inter-sectoral planning forums WF: Strengthen National Environment Council (NEC) functions and capacity. WF: Strengthen secretariats of Sectoral working committees Strengthening of Tools for Mainstreaming WF: Review of MPND District Handbook and NEMA Planning Manuals with aim to strengthen assessment and prioritising criteria. WF: Undertaking Strategic Environment Assessments of key sectors under the MTP, with mitigation measures addressed in annual plans. WF: Strengthen capacity for environmental valuation, national accounting and economic assessment (i.e. CBA).
