1 GIACS Abstract The objective of this CA is to coordinate the activities of the Complexity Pathfinder in NEST. Most of the STREPS in this Pathfinder deal with the complex collective objects arising at a certain space-time scale as emerging from the simpler interactions of their components at a finer scale. This is a sort of extension of the "atomic-molecular" stochastic thinking and computational methods to social, biological, cognitive and technological systems. The integration it implies is not a juxtaposition of various expertises but rather an intimate fusion of knowledge. This involves a coordinated shift in the very objectives, scope and ethos of the affected disciplines.

Localized objects with complex adaptive properties not explained by PDE distinction between the typical and the average behavior; rare events. 6 Networks and Social Self-organization Critical Events in Evolving Networks CREEN (Janusz Holyst) How in science different topics appear, spread out through the scientific community and lead to epidemic-like behaviour (scientific avalanches). Spreading of information in scientific networks. The sudden emergence of crises in a social institution (science). Human behaviour Through Dynamics of Complex Social Networks : and Interdisciplinary Approach: DYSONET (Panos Argyrakis) Social networks -> dynamics of human behavior. Statistical Physics concepts -> panic, search, traffic, human relationship, epidemics, Economics and Finance, and Environmental networks. Organizing principles: drive to optimize certain aspects of the underlying network. Measuring and Modelling Complex Networks Across Domains: MMCOMNET (Felix Reed-Tsochas) Unified and cross-disciplinary understanding of the behaviour and functional properties of complex networks: biological, social, and engineering sciences. Fields covered: Biological networks, Supply chains and networks, High-tech innovation networks, Functional and Dynamic Network Characteristics. Unifying Networks for Science & Society: UniNet (Markus Kirkilionis) Links among entities on different scales. Compare different network theories. Reinterpretation of transferred theories in the context of different applications. Specific applications of “unification of theory feedback cycle”

7 Extreme Events: Causes and Consequences: E2-C2 (Michael Ghil) Extract the distribution of these events from existing data sets. Reproduce the data-derived distribution of events. Predict extreme events time intervals. Disasters: hydrology, seismology, and geomorphology criminality, mass violence, and terrorism.

9 Scientific and administrative coordinators. The Scientific Board: (all members) advise to the CA on all scientific matters. This forum will meet in full once a year. Any member of the Scientific Board may propose an activity. Two members acting together will be able to bring topics to the vote of the Steering Committee. The Steering Committee, The main managerial body of the CA. It will meet at least twice a year. It will make decisions based on suggestions of the Scientific Board and the Evaluation and Assessment Committee. The Scientific Coordinator, together with the Administrative Coordinator will implement and control these decisions. The other Steering Committee members will be 7 members of GIACS. The Evaluation and Assessment Committee: this forum will be composed of seven members of the CA, and its duty will be to observe that the CA indeed meets its long- term goals, and is managed without flaws on the short term. This forum will report to the Steering Committee on its view on the performance of the CA, and will have the power to recommend long-term and global changes in the scheme of the CA, such as scrapping a failing WP and adding new WPs in response to rising challenges. This forum will monitor the CA's activities continuously, and will meet 2/year. Ad-Hoc Committees: Conferences, Schools, Society, Data Modes of operation "Planned mode". 11 Using Complexity to Connect STREPs to Wider Social Objectives WP1 (TUD) proposes the organization of STREPs meeting with government, business and media leaders such as to make those branches aware and interested in what complexity have to offer. WP2 (Unisa,Rome1) proposes a more intimate connection of STREPs to policy makers especially in within economic institutions (national banks, anti-trust authorities, etc). short series of mutual literacy courses given between economists and complexity people. + NEW2006 conference and seminars to various economic and policy making institutions. WP3 (ENEA) makes the connection of STREPs to technological application areas and in particular to infrastructure networks. The effort is to make the connection between real life situations and the Complexity ideas such as multi-level analysis and network properties. Support visits and meeting participation. WP4 (Koln,WU) A responsibility which we take upon ourselves is to make full use of the talents and capabilities of the scientists from the new and candidate EU members. Support the visits of young scientists to activities. Events that will help them to enroll in scientific programs such as the European Complexity PhD. WP5 (BIU) The same ideas as in the WP4 have guided us for defining the WP dedicated to female scientists. Support financially participation to activities and support events that will help them to enroll in scientific programs (e.g. Complexity PhD)

12 Knowledge transfer between STREPs and Complexity Application Fields WP6 Think-Tank Forum for reaction and proaction. (GENO) Close meetings either triggered by momentous developments or on long-standing problems. We aim of engaging recognized top researchers. They will meet periodically in a think tank format WP7 Summer schools, advanced courses and other STREPS connection instruments. (ISI) -Basic courses and Advanced Courses, we will have more original instruments tailored for the special knowledge transfer needs of the complexity community. -Advance Introduction: aims at senior researchers that need to get quickly familiar with the spirit and jargon of a new field without necessarily getting a practitioner level of performance. -Double Triangle : initiate and maintain (through periodic schools) a perennial relation (formalized as a PhD project) between junior participants and their senior advisors. Ad-Hoc Schools Committee WP8 General conference of STREPs and complexity application fields (CNRS) Annual large complexity conference where STREP members can come and be sure to meet people from the relevant areas. Moreover, as in other fields, the annual conference will become the arena for a job market and for initiating STREP cooperation projects,. This Year we were too late. The conference committee should address our use of this instrument for next years (together with use of WP1, 2,)

13 WP9 Complexity Data availability to STREPs. (INFM) To make data available to the STREPs, one has to discover, catalogue, coordinate and meta-process the data bases as to create an uniform readily accessible body of information: scientific issues, copyright and other legal problems. Preliminary study of this issue and organize a systematic search for application areas where data bases exist. Committee WP10 STREPs activities coordination using open electronic platform (ISI,HUJ) The central nervous system of the CA. Interactive support the coordination of the STREPs and the CA activities and to represent interactively their conceptual evolving relationships. Use this to self-organize the STREPs research environment. Online open (un-moderated) contribution by all the members and sub-communities. WP11 Connecting research and PhD programs (ULG,ISI) Search and identify complexity activities programs and courses. Their integration across the Complexity Pathfinder and across application domains. Internet available catalogue of (ranked) programs from these various institutions. WP12 Structuring STREPs environment into an European Complexity Society (BIU, OU, CNRS). The Complexity Pathfinder members will establish the society and will use a variety of ways to get to all potential members. There will be an executive committee with appropriate geographical and discipline representatives Again, the Society was established already, we have to have a special GIACS committee that will decide how to use the society to the STREP’s best interests.

14 WP13 Expert Group Report – Generating a Complexity Roadmap (HUJ,ISI) A comprehensive study of the European complexity community, its interests, goals, and structure. Web-based interface for communal authoring. Characterizing the STREPs and for clarifying the status and relationships between them. I already wrote a document. It is incomplete and biased: please make your contributions to insure your direction is represented appropriately. WP14 The management (ISI) GIACS will contain at least one participant institution from each STREP. The management will be based on the following bodies: WP15 Review and Assessment The review and assessment committee will act along the lines and regulations specified in the relevant NEST documents. It will consist of 7 members. The platform at WP10 will supply the committee with an updated picture of the planed, current and past activities in GIACS.
