2 A brief introduction… McGill University – Founded in 1821 – Located in Montreal, Quebec, Canada – 13 Faculties, 2 campuses – 29,000 full-time degree students (20% int’l) – 11,000 employees – 627 students on USDL – Loan volume in 2013/14: nearly $8 million (US$)

3 A brief introduction… International Education Council (IEC) – Registered nonprofit association of colleges and universities outside the USA who participate in US Direct Loan programs – Offices and staff in Washington, DC. – 57 member institutions from 15 countries www.internationaleducationcouncil.org

5 A POSITIVE OUTCOME IS POSSIBLE! MCGILL’S PPA: - Full certification - In force for six years

6 Timing Must submit your application by the prescribed deadline – Note “re-application deadline” (90 days prior to the “approval expiration date”) indicated on your PPA – Start at least a month ahead of time – You should be prompted by a DoE reminder – Don’t be late! McGill timeline: March 31 st PPA expires Sept 30 th DoE reminder Dec 31 st Re-application deadline Mid-Jan add’l requests w/45 day deadline Monthly provisional cert. May 29 th Review complete Prompted to access PPA/ECAR June 18 th PPA signed

7 Process - Application Electronic Application form contains these key elements: – Institutional profile (OPE, public/private, scope of programs,...) – Chief executive officers – Principle and other locations at which educational programs are provided – Tel/correspondence courses – Foreign medical school – Attestation of administrative capability

8 Process - Application Had to then send by mail: – Application Signature page (President) – Copy of schools legal authorization to award degrees – Proof of our Medical School accreditation – Program calendars

9 Process – Follow up Had 45 days to provide: – Return to Title IV policy – Institutional Refund policy – Admissions policy – Satisfactory Academic Progress (SAP) Policy – Enrolment policies – Mature Student Policy – Study Abroad and Exchange Policy – ID programs with internship requirements – Copy of Default Management Plan – Proof of Consumer Information and student disclosure distribution – Copies of written agreements with other institutions that provide instruction – Foreign Medical School extras – Detailed use of “research stations” Not!

10 Action Items Recognizing research stations as additional locations Upcoming clinical medical affiliation agreements to contain mandatory 6 elements Process changes around bi-lateral exchange agreements Process changes around internships Publish Code of Conduct re: Title IV Drug Abuse Prevention Program Plan to effectively combat unauthorized distribution of copyrighted materials

11 Lessons Learned What you don’t know will hurt you Insist that DoE address errors and false assumptions in your school’s file before it goes for recertification decision Document everything!
