4 Topic 1: What is Information and Communication Technology? Linking National ICT in Education with National Development Policies

5 Reflective Diary Diary Reflection Before beginning the activity participants can use e-diaries to record their thoughts on what they understand by Information and Communication Technology.

6 Activity 1: What is ICT? Activity 1a: Brainstorming & Concept Mapping – What is Information & Communication Technology? Twelve groups: groups can be mixed. Each group with the following questions for brainstorming & concept mapping: Groups 1, 2, 3 & 4: What is Information? Groups 5, 6, 7 & 8: What is Communication? Group 9,10, 11 & 12: What is Technology?

8 Activity 1: What is ICT? Brainstorming steps 1.Brainstorm all of the ideas /concepts that come to mind to answer the question assigned to your group. 2.Write all of the ideas/ concepts on small pieces of paper 3.Each piece of paper contains 1 idea summarized in 1 - 3 words

9 Activity 1: What is ICT? Concept mapping steps – Facilitator modeling Step 1 Collect one idea at a time from each partici­ pant and share it with the group. Each participant explains their idea. The facilitator places it on a wall OR chart OR blackboard.

10 Activity 1: What is ICT? Step 2 If someone else had a similar (called a ‘build’), or even the exact same idea as the one just presented, have them share it Then place it next to the other idea or concept. Once all builds are done for one idea, ask the next person to share their idea. Repeat the previous step.

11 Activity 1: What is ICT? Step 3 Once all builds are done for one idea, ask the next person to share their idea. Repeat the previous step. Step 4 Do this until one or two groups of ideas have been discussed and placed in clusters. Name each group of ideas with an overall theme.

12 Activity 1: What is ICT? Step 5 Connect all clusters to ideas to the centre topic. Use arrows & captions to show links between groups of ideas/ concepts

13 What is ICT? Group concept map building Appoint one group member to organize the building of the group concept map on the theme assigned to the group (information or communication or technology). Collect one idea at a time from each partici­ pant and build the concept map as demonstrated by the facilitator.

21 Ghana ICT for Accelerated Development (ICT4AD) Policy (2003) The Overall Objective of the ICTAD Policy To engineer an ICT-led socio-economic development process with the potential to transform Ghana into a middle income, information-rich, knowledge-based and technology driven economy and society

22 Ghana ICT4AD Policy (2003) The Specific Objectives of the Policy To create the necessary enabling environment to facilitate the deployment, utilization and exploitation of ICTs within the economy and society To support the development of a viable knowledge-based ICT industry to facilitate the production, manufacturing, development, delivering, and distribution of ICT products and services To facilitate the modernization of the agricultural sector through the deployment and exploitation of ICTs to improve on its efficiency and productivity. To support the development of a competitive high value-added services sector, to serve as an engine for accelerated development and economic growth with the potential to develop into a regional business-services and ICT hub. To aid the process of the development of national human resource capacity and the nation’s R&D capabilities to meet the changing needs and demands of the economy To promote an improved educational system within which ICTs are widely deployed to facilitate the delivery of educational services at all levels of the educational system

23 Ghana ICT4AD Policy (2003) The Specific Objectives of the Policy To facilitate a wide-spread deployment and exploitation of ICTs within the society to support the delivery of health and social services To support the modernization of the civil and public service through institutional reforms, renewal and the deployment and exploitation of ICTs to facilitate improvements in operational effectiveness, efficiency and service delivery To facilitate the development, expansion, rehabilitation and the continuous modernization of the national information and communications infrastructure To guide the development and implementation of electronic government and governance, as well as electronic commerce and business strategies and action plans To accelerate the development of women and eliminate gender inequalities in education, employment, decision making through the deployment and exploitation of ICTs by building capacities and providing opportunities for girls and women To facilitate the development and implementation of the necessary legal, institutional and regulatory framework and structures required for supporting the deployment, utilization and the development of ICTs; To facilitate the development and promotion of the necessary standards, good practices and guidelines to support the deployment and exploitation of ICTs within the society and economy

25 The Ghana Education Strategic Plan (ESP) 2010 - 2020 The guiding principles of the ESP are as follows: To eliminate gender and other disparities that arise from exclusion and poverty To cater for excluded children in mainstream schools whenever possible To improve the quality of learning and teaching, and to promote the culture of lifelong learning at all levels and for all ages To modernise and extend ICT, science education, technical and vocational education and training, and skills development at all levels

26 The Ghana ESP 2010 - 2020 The guiding principles of the ESP are as follows: To strengthen all forms of tertiary education To develop an effective, efficient and properly rewarded teaching service To devolve delivery and fiscal systems of 1st and 2nd cycle of education to District Assemblies To ensure periodic review of education grants and allowances To make efficiency savings in the education system To strengthen monitoring and accountability in the education sector

28 Ghana ICT in Education Policy (ICT4E) (2008) Policy Goals The policy goals as adapted from the National ICT4AD Policy document will therefore include: Facilitating the deployment, utilisation and exploitation of ICT within the educational system to improve on educational access and delivery to support teaching and learning from the primary level upwards Modernise the educational system to improve the quality of education and training at all levels of the educational system and expanding access to education, training and research resources and facilities. To orient all levels of the country’s educational system to the teaching and learning of science and technology in order to accelerate the acculturation of science and technology in society and produce a critical mass of requites human resources and a well informed citizenry.

29 Ghana ICT4E Policy (2008) Policy Goals To achieve universal basic education and improve the level of basic and computer literacy in the country. To ensure a population in which all citizens are at least functionally literate and productive. To expand and increase access to secondary and tertiary education. To strengthen science education at all levels and in all aspects of the educational system, especially at the basic and secondary levels.
