2 Project Development Activity Update: Design CONCEPT DESIGN/TRAFFIC STUDIES: Concept design for the road and structures nearing completion expected to complete by end of December 2013. Traffic studies have been completed and GHD will be presenting the study to the group today. Noise modelling has commenced and is nearing completion. GHD will also be presenting the noise wall requirements and their locations to the group today.

3 Project Development Activity Update: Geotechnical Investigation GEOTECHNICAL INVESTIGATION: Works are in progress It is expected that the investigation works to complete by end of February 2014.

4 Project Development Activity Update: Environmental Studies(1) Graceful Sun Moth (GMS) survey – completed – Final report has been received. Level 1 Flora/Fauna Survey – completed – Final report has been received. European Heritage desk top survey and field study completed – final reports have been received. Dieback Assessment- completed – final report has been received. Carnaby black cockatoo Assessment report – completed – final report has been received. Contaminated sites report – completed – final report has been received.

5 Level 2 Flora (Spring) Survey has been completed and draft report is received for Main Roads review. Level 2 Fauna study including fauna Movement Study in conjunction with Department of Parks and Wildlife– Survey is currently underway. Reports is expected by January 2014. After the environmental approvals the Development Application to Western Australian Planning Commission (WAPC) will be prepared. Project Development Activity Update: Environmental Studies(2)

6 EUROPEAN HERITAGE: European Heritage Desktop Assessment and field study completed – final reports have been received. ABORIGINAL HERITAGE: Aboriginal Heritage Survey – Department of Aboriginal Affairs advised that there is no need for an archaeological survey as the previous surveys will suffice. An Ethnographic Survey has been completed - Report expected by mid- December 2013. We have been verbally advised that a S18 is not required as the Project is not impacting any sites. During consultation it was suggested by the Aboriginal groups that: a)Yaberoo Budjara walk trail to be maintained b)Sign board preferably at Wanneroo Road/Neerabup Road intersection details the cultural association of the Aboriginal group to the area c)Naming the Neerabup Road with an Aboriginal name Project Development Activity Update: Environmental – Heritage

7 FEDERAL APPROVAL UNDER EPBC ACT The Federal Referral to Department of the Environment (DotE) under the EPBC Act will be submitted to on 6 December 2013. Arrangements are in place to secure offset land. This is in addition to the offset land that was set a side during MRS amendments. The Federal approval process could take up to 6 months. 8 STATE APPROVAL Neerabup Road referral for deferred factors (under Section 38) - Concept Plan, Park Management Plan, Fauna Movement Study and outcome of the Spring Survey. Also the framework for various Management Plans covered under Ministerial Statement 629 as part of the referral document. A discussion with local environmental groups is required prior to Environmental Protection Authority (State) referral which is anticipated February 2014 after receiving the Fauna Movement Study Report. It is expected to submit the State referral in March 2014. Project Development Activity Update: Environmental – Approvals

9 Project Issues QUARRY ACCESS ROAD BCG quarry (SE quadrant of Mitchell Fwy/Hester Ave interchange. Access to the BGC quarry falls within the Hester Avenue reserve which interferes with Hester Avenue duplication. Main Roads has commenced discussions with the relevant stakeholders on relocating the current access road (miscellaneous lease with RCG) where it interferes with the freeway/Hester Avenue works. Relocation of access will involve environmental approval requirements.

10 Items for Discussion Carried Forward from CRG#2 Recreational Walkways Installing underpasses to coincide with walking trails and suitable for both fauna and pedestrian. Flynn Drive update; and Intersection Improvements. A meeting is scheduled for Fri 6 th December with City of Wanneroo and City of Joondalup to discuss.

Anchorage Drive / Marmion Avenue / Neerabup Road: Seek opportunities to increase throughput during peak load and with planned Catalina development – CoW. Marmion Avenue / Kinross Drive: Review Raised Reflective Pavement Markers CoJ. Burns Beach Road / Connolly Drive: Include dedicated left turn southbound or possible signalisation CoJ. Works by City Of Wanneroo is currently in progress. The work has been completed. Further improvement will take place when Hester Avenue is duplicated as part of Mitchell Freeway Extension works. Network improvements and road safety upgrades on Wanneroo Road from Joondalup Drive to Hall Road CoW. CoJ is currently investigating This is about forming a lane further east through the median. The line marking allows one dedicated left lane and shared left turn and right turn to allow both movements. The traffic studies indicates that the roundabout is working satisfactorily.
