2 VA as a Provider of Health Care
151 VA Medical Centers, with at least one in each state, Puerto Rico and Washington, DC 1,400+ Care facilities including outpatient clinics, nursing homes, rehabilitation centers, etc. 90,000 Medical professionals trained at VA facilities each year 40.1% of the $140.3B Fiscal Year 2013 budget went to VA Medical Programs

3 VistA Evolution Technical Objectives and Design Principles
VA establishes the following technical objectives to guide the VistA* Evolution Program’s technical activities to meet the goal of establishing seamless interoperability and clinical objectives: Objective 1: Acquire and maintain Electronic Health Record and ancillary Health Information Technology (HIT) systems. Objective 2: Re-engineer health care business processes and establish practical approaches to improve business processes and revise procedures, policies and structures that have evolved with legacy HIT systems. 4 CITE Mission The mission of the CITE Team is help achieve the VistA Evolution Program Office vision by dynamically organizing and communicating technologies and requirements between the “Community” and VA

The community includes: Industry innovators Open Source Electronic Health Record Alliance (OSEHRA) American Medical Informatics Association Health systems Researchers Universities Open Source community Health standards groups Department of Defense

The CITE team will act as Subject Matter Experts, contributing to other VistA Evolution work streams Support program success Governance VistA-4 Architecture contributions Intake process support VistA Evolution Program Office Support Research, design, and prototyping with community Market research/community sourcing Resource Trust Dialogue with community Represented in Standard Development Organizations (SDO) Community Involvement

7 Bringing the Stakeholders Together
VA Office of Information Technology (OIT) VHA CITE Team Community The CITE Team is positioned to bring stakeholders together to work toward a common vision.

8 VistA Evolution Program Support
The CITE team will serve as Subject Matter Experts, contributing to other VistA Evolution work streams Defined an engagement protocol for approaching the community based on guidance from the Office of General Counsel. Ensures compliance with the Federal Acquisition Regulation, Corporation Control Act, and Federal Advisory Committee Act . Governance Developed the Resource Trust concept, a collaborative workgroup where industry informatics thought leaders provide best practice domain insight and share industry lessons learned with VistA Evolution Program Office leaders. Ensures community innovation efforts are evaluated as part of the VistA Evolution Program. Value of Information Resource/Brain Trust Supported language for Open Application Programming Interface and Open Architecture Request for Information Request for Proposal Open Standards

Create internal and external messaging to promote awareness Participate in speaking engagements Promote VistA Evolution value and engagement to industry Communications SDO Community Outreach Participate in consortiums around standards HL7 Fast Healthcare Interoperability Resources, Boston Sharp Group, Open Health Tools, and others Standards Development Promote the use of OSEHRA to its full capacity Increase clinician focus OSEHRA

Find the shortest pathway through VHA – OIT – Product Development for each product, solution or service, thus optimizing C3>C1 Use Case under development - Fileman 22.2 Solution Intake Create a reference guide for the community for utilizing Cooperative Research and Development Agreements. Will encourage community to engage in VA’s pilot and Proofs-of-Concept (POC) process. Run POC Pilots (e.g., review community developed meds reconciliation) Community Developed Solutions Host an Industry Day for members of the outside community to learn about the VistA Evolution Program. Will inspire the community to bring solutions and services to VA. Webinars and social media External Communication
