1 SHARED EUROPEAN AND NATIONAL STATE OF THE ENVIRONMENT (SENSE) is a project developed by the European Environment Agency (EEA) and EIONET as part of a stepwise implementation of the Shared Environmental Information System (SEIS), with a focus on the online sharing of national and European information on the state and the outlook of the environment. Ministry of Environment and Climate Change National Environmental Protection Agency 1

2 In this context, for State and Outlook of the Environment Report 2010 (SOER 2010) a pilot test was developed, aiming to structure and automate the environmental information of state. The structure for the State and Outlook of the Environment report is as follows: Country assessment Country profile National and Regional Stories Ministry of Environment and Climate Change National Environmental Protection Agency 2

3 Common Environmental themes: Climate change mitigation Land use Nature protection & biodiversity Waste Freshwater Air pollution Ministry of Environment and Climate Change National Environmental Protection Agency 3

4 In Romania, data providers for (SOER) are the National Environmental Protection Agency (NEPA) and 42 Local Environmental Protection Agencies (LEPAs) at county level, subordinated to NEPA. NEPA developed an Environmental Information Integrated System which proposed to integrate a centralized web portal with specific operational applications for issuing permits and monitoring the environmental factors. 5 The Environmental Integrated System allows a semi- automatic/automatic data results transfer to the external portal for monitoring and validating of the environmental data and for sharing these information via RDF/RSS5. The centralized web portal of NEPA was restructured as well as the websites of the LEPAs. Thus, all the available information from LEPAs websites were integrated under the same structure, with some differences due to the specific activity of each type of authority (national/ local). 7 and all the information of LEPAs are structured in the subdomain (http://apmxx.anpm.ro/), where xx represents the initials of the county were the agency is located.http://apmxx.anpm.ro/ Environmental Topics – Applications and Modules of the Environmental Integrated System :  Environmental Permitting;  Biodiversity (Natura 2000, Designation of natural protected areas, Natural protected areas of national interest, Management of natural protected areas, Capture and accidental killing of protected species, Derogation system for strictly protected species, Zoo’s and aquaria, Reporting under Article 17 of Habitats Directive, Biodiversity Information Management System, Habitats and Birds Directives Derogation System, Recording system for CITES specimens, Wild flora and fauna licensing; Ministry of Environment and Climate Change National Environmental Protection Agency 7

8  Air Pollution (Air quality plans, Local emissions inventory, National emissions inventory, Volatile Organic Compounds Inventory, Data Exchange Module;  Sustainable Development  Waste (Packaging waste, End of life vehicles, Batteries, Waste shipment, PCB waste, Waste statistics, Waste oils, Electric and electronic equipment waste)  Noise  Soil Ministry of Environment and Climate Change National Environmental Protection Agency 8

9  Risk Management (EMAS Register, SEVESO Register)  Pollution Control (IPPC, EPRTR, LCP, COV, nonIED, Waste Incineration)  Genetically Modified Organisms  Climate Change (Schema for GHG Emission Certificates, National Inventory of GHG Emissions)  Labs (Noise, Air, Radioactivity, Waste Labs) Ministry of Environment and Climate Change National Environmental Protection Agency 9

16 System Benefits: Interoperability Interoperability – is assured by common elements and data structures which allows to various components of SIM to communicate and exchange data. Common services – common lists of values and services are used throughout various applications and modules to assure the standardization of data collection for common entities, e.g.: economic operators are stored in an unique list and used for integrative purpose across application. 19 For SOER the information is structured as follows: Ministry of Environment and Climate Change National Environmental Protection Agency 19

20 and the source of data is automatically updated via RDF/xml into EEA, according to the guidelines Part C of EEA: Ministry of Environment and Climate Change National Environmental Protection Agency 20
