2 THERE ARE THREE POSSIBILITIES TO MEET
THE DEFINITION OF “LIGHT-SPORT AIRCRAFT” SPECIAL LIGHT-SPORT AIRCRAFT (SLSA): FACTORY-BUILT TO A CONSENSUS STANDARD, TESTED, AND READY-TO-FLY 2. EXPERIMENTAL LIGHT-SPORT AIRCRAFT (ELSA): (1) EXISTING “FAT” ULTRALIGHT AIRCRAFT NOT MEETING PART 103 (36 MONTH WINDOW) (2) NEW AIRCRAFT BUILT FROM A KIT (MEETING A CONSENSUS STANDARD) (3) PREVIOUSLY CERTIFICATED AS SPECIAL LIGHT-SPORT (DOWNGRADE)

3 THERE ARE THREE POSSIBILITIES TO MEET
THE DEFINITION OF “LIGHT-SPORT AIRCRAFT” 3. OTHER PREVIOUSLY CERTIFICATED AIRCRAFT THAT MEET THE DEFINITION OF LSA IN FAR 1.1: STANDARD ( J-3 CUB, AERONCA 7AC, ETC.) PRIMARY ( QUICKSILVER ) EXPERIMENTAL, AMATEUR-BUILT ( RANS S-6,7 KITFOX CLASSIC 4, ETC.) NOTE: Once these aircraft have been certified as standard, primary, or an amateur-built, they must remain under that certificate. However, a sport-pilot can fly these aircraft as light-sport when the aircraft meets the definition of light-sport aircraft.

4 LIGHT-SPORT AIRCRAFT CERTIFICATION
(AMENDED FAR 1.1) CONSENSUS STANDARD - AN INDUSTRY-DEVELOPED* CONSENSUS STANDARD THAT APPLIES TO AIRCRAFT DESIGN, PRODUCTION, AND AIRWORTHINESS. IT INCLUDES (BUT NOT LIMITED TO): AIRCRAFT DESIGN AND PERFORMANCE REQUIRED EQUIPMENT MFR QUALITY ASSURANCE SYSTEMS PRODUCTION TEST ACCEPTANCE PROCEDURES OPERATING INSTRUCTIONS MAINTENANCE AND INSPECTION PROCEDURES IDENTIFICATION AND RECORDING OF MAJOR REPAIRS AND ALTERATIONS CONTINUED AIRWORTHINESS. * ASTM, F37 COMMITTEE

5 SPECIAL LIGHT-SPORT AIRCRAFT CERTIFICATION (SLSA) NEW FAR 21.190(a)
THE FAA WILL ISSUE A SPECIAL AIRWORTHINESS CERTIFICATE IN THE LIGHT-SPORT CATEGORY FOR FACTORY-BUILT, READY-TO-FLY, LIGHT-SPORT AIRCRAFT ( NOT GYROPLANE CLASS ) THAT MAY BE USED FOR SPORT AND RECREATION, FLIGHT TRAINING FOR HIRE, TOWING, OR RENTAL.

6 SPECIAL LIGHT-SPORT AIRCRAFT CERTIFICATION
(SLSA) NEW FAR (c) MANUFACTURERS OF AIRCRAFT INTENDED FOR CERTIFICATION IN THE LIGHT-SPORT CATEGORY MUST ISSUE A STATEMENT OF COMPLIANCE THAT : IDENTIFIES AIRCRAFT MAKE, MODEL, SERIAL NUMBER, CLASS, DATE OF MANUFACTURE, CONSENSUS STANDARD USED. STATES THAT THE AIRCRAFT MEETS THE PROVISIONS OF THE IDENTIFIED CONSENSUS STANDARD. 3. STATES THAT THE AIRCRAFT CONFORMS TO THE MANUFACTURER’S DESIGN DATA USING THE MFR’S QUALITY ASSURANCE SYSTEM THAT MEETS THE IDENTIFIED CONSENSUS STANDARD.

7 IDENTIFIES THE APPLICABLE OPERATING
INSTRUCTIONS, MAINTENANCE AND INSPECTION PROCEDURES, AND FLIGHT TRAINING SUPPLEMENT. 5. IDENTIFIES THE SYSTEM USED TO MONITOR AND CORRECT SAFETY-OF-FLIGHT ISSUES THRU THE ISSUANCE OF SAFETY DIRECTIVES AND A CONTINUED AIRWORTHINESS SYSTEM. 6. STATES THAT THE MANUFACTURER WILL GIVE THE FAA UNRESTRICTED ACCESS TO THE MANUFACTURING FACILITIES. 7. STATES THAT THE MFR HAS GROUND AND FLIGHT TESTED THE AIRCRAFT, THAT THE AIRCRAFT PERFORMANCE IS ACCEPTABLE, AND THAT THE AIRCRAFT IS IN A CONDITION FOR SAFE OPERATION. See Order Para 22 for Production Flight Test Requirements. Manufacturer must call closed MIDO IAW Para 122 before flight Testing.

8 EXPERIMENTAL LIGHT SPORT AIRCRAFT (ELSA) FAR 21.191 (i)(1)
OWNERS OF EXISTING ULTRALIGHT LIKE AIRCRAFT (THAT DO NOT MEET PART 103) MUST HAVE THEIR AIRCRAFT REGISTERED AND AN EXPERIMENTAL CERTIFICATE ISSUED BY JAN 31, 2008. ( REMEMBER: FAR applies once the Aircraft is REGISTERED! ) OWNERS SHOULD TRY TO COORDINATE WITH THEIR DAR TO MINIMIZE THE TIME BETWEEN AIRCRAFT REGISTRATION AND CERTIFICATION TO AVOID UNNECESSARY DOWN-TIME OF THE AIRCRAFT. FAR PART PROHIBITS OPERATION OF A US REGISTERED AIRCRAFT WITHOUT AN VALID AIRWORTHINESS CERTIFICATE.

9 EXPERIMENTAL LIGHT SPORT AIRCRAFT (ELSA) FAR 21.191 (i) (2)
THE MAJOR PORTION RULE (51%) USED FOR AMATEUR-BUILT AIRCRAFT DOES NOT APPLY TO ELSA! EXPERIMENTAL LIGHT SPORT AIRCRAFT ARE NOT ELIGIBLE TO BE OPERATED FOR HIRE (FLIGHT TRAINING OR TOWING) Since the kit-built (consensus standard) aircraft are assembled by the owner,not built, the owner must receive additional training to receive the Repairman's certificate. Experimental aircraft can flight train for own personal use.

10 EXPERIMENTAL LIGHT SPORT AIRCRAFT
(ELSA) FAR EXPERIMENTAL KIT-BUILT VERSIONS OF THE SPECIAL LIGHT-SPORT AIRCRAFT UNDER (i)(2), THE APPLICANT MUST PROVIDE: EVIDENCE THAT THE MFR HAS PRODUCED AT LEAST ONE AIRCRAFT OF SAME MAKE/MODEL CERTIFICATED IN LIGHT-SPORT CATEGORY. 2. THE AIRCRAFT’S OPERATING INSTRUCTIONS 3. THE AIRCRAFT’S MAINTENANCE AND INSPECTION PROCEDURES Since the kit-built (consensus standard) aircraft are assembled by the owner,not built, the owner must receive additional training to receive the Repairman's certificate.

4. MFR STATEMENT OF COMPLIANCE 5. THESE AIRCRAFT ARE NOT ELIGIBLE FOR HIRE. (FLIGHT TRAINING OR RENTAL) FOR FOREIGN MANUFACTURED KITS, EVIDENCE THAT A BILATERAL AIRWORTHINESS AGREEMENT OR EQUIVALENT EXISTS FOR AIRPLANES. Since the kit-built (consensus standard) aircraft are assembled by the owner,not built, the owner must receive additional training to receive the Repairman's certificate. 12 WHO MAY ISSUE AIRWORTHINESS CERTIFICATES FOR LIGHT-SPORT AIRCRAFT?
FAA DESIGNATED AIRWORTHINESS REPRESENTATIVES (DARs) FAA AVIATION SAFETY INSPECTORS, EITHER FSDO OR MIDO (For Training, Currency and Monitoring Of DAR’s)

13 DESIGNATED AIRWORTHINESS REPRESENTATIVES
DARs ARE PRIVATE PERSONS DESIGNATED BY THE FAA TO PERFORM AUTHORIZED CERTIFICATION FUNCTIONS ON BEHALF OF THE FAA, AND MAY CHARGE A FEE FOR THIS SERVICE. THERE WILL BE TWO NEW DAR FUNCTIONS FOR LSA CERTIFICATION: SPECIAL LIGHT-SPORT AND EXPERIMENTAL LIGHT-SPORT. THE FAA MAY FURTHER LIMIT THE DAR’S AUTHORITY BASED ON THE CLASS OF LSA (PP, WSC, AIRPLANE, ETC.)

15 A CONDITION FOR SAFE OPERATION !
AIRWORTHINESS CERTIFICATION THE ASI OR DAR MUST PHYSICALLY INSPECT YOUR AIRCRAFT TO DETERMINE THAT THE AIRCRAFT IS ELIGIBLE FOR THE CERTIFICATION APPLIED FOR AND IT IS IN A CONDITION FOR SAFE OPERATION !

16 AIRWORTHINESS CERTIFICATION
AFTER INSPECTION, IF THE ASI OR DAR MAKES THE DETERMINATION THAT THE AIRCRAFT MEETS ALL REQUIREMENTS, THEY WILL PROVIDE THE APPLICANT WITH: FAA FORM SPECIAL AIRWORTHINESS CERTIFICATE OPERATING LIMITATIONS FOR THE AIRCRAFT ARE PART OF THAT CERTIFICATE (ATTACHED) IF THE APPLICATION FOR THE AIRWORTHINESS CERTIFICATE IS DENIED, THE APPLICANT WILL BE GIVEN A LETTER OUTLINING THE REASON (S) FOR THE DENIAL.

19 AIRCRAFT REGISTRATION
AN EXPERIMENTAL CERTIFICATE FOR OPERATING LIGHT-SPORT AIRCRAFT WILL NOT BE ISSUED TO EXISTING “FAT” ULTRALIGHTS AFTER JAN 31, 2008. “Existing LSA” means existing fat ultralight aircraft that does not meet Part 103 definition of ultralight vehicle. TO BE ELIGIBLE FOR AN EXPERIMENTAL CERTIFICATE ISSUED UNDER FAR ( i ) ( 1 ), THE OWNER MUST FIRST REGISTER THE AIRCRAFT.

20 AIRCRAFT REGISTRATION
OWNERS OF UNREGISTERED LSA MUST SUBMIT TO THE FAA REGISTRY THE FOLLOWING: A LETTER REQUESTING A REGISTRATION NUMBER FOR FIRST-TIME REGISTRATION FORM , AIRCRAFT REGISTRATION APPLICATION FORM , AIRCRAFT BILL OF SALE, OR FORM A AFFIDAVIT OF OWNERSHIP AFS-750 (aircraft registration) will not accept applications for registering LSA until sometime after the effective date of the rule. You may reserve a number at anytime. RESERVING AN “N” NUMBER IS NOT THE SAME AS REGISTERING AN AIRCRAFT NOTE: A FEE OF $ IS REQUIRED FOR A SPECIAL REGISTRATION NUMBER REQUEST, OR THE FAA WILL ASSIGN THE NEXT AVAILABLE NUMBER ( NORMAL REQUEST ) FOR A $5.00 FEE.

21 AIRCRAFT REGISTRATION
BE AWARE ! ONCE YOUR “AIRCRAFT” IS REGISTERED, FAR APPLIES AND IT REQUIRES: AN APPROPRIATE AND CURRENT AIRWORTHINESS CERTIFICATE BE ISSUED TO AND IN THAT AIRCRAFT WHEN IT IS OPERATED THE PILOT OF THAT AIRCRAFT MUST BE APPROPRIATELY CERTIFICATED AS WELL

22 WHAT ARE THE REQUIREMENTS FOR MARKINGS AND REGISTRATION NUMBERS

23 REQUIRED MARKINGS FOR LSA
(AMENDED FAR SECTIONS AND ) EXPERIMENTAL LSA (ELSA) MUST DISPLAY THE WORD “EXPERIMENTAL” SPECIAL LSA (SLSA) MUST DISPLAY THE WORDS “LIGHT-SPORT” THESE WORDS MUST BE DISPLAYED ON THE AIRCRAFT NEAR EACH ENTRANCE TO THE CABIN, COCKPIT, OR PILOT STATION, IN LETTERS NOT LESS THAN 2 INCHES OR MORE THAN 6 INCHES HIGH.

24 REQUIRED MARKINGS FOR LSA
(AMENDED FAR SECTIONS , AND ) FOR FIXED-WING LSA THE REGISTRATION NUMBERS SHOULD BE 12 INCHES HIGH AND PLACED ON THE VERTICAL TAIL SURFACE OR THE SIDES OF THE FUSELAGE. IF THOSE SURFACES ARE TOO SMALL, THEN PLACE THE LARGEST NUMBER PRACTICABLE ON THE LARGER OF THESE TWO SURFACE AREAS. FOR ALL OTHER LSA’s THE REGISTRATION NUMBERS DISPLAYED MUST BE AT LEAST 3 INCHES HIGH.

25 REQUIRED MARKINGS FOR LSA
FOR POWERED PARACHUTE OR WEIGHT-SHIFT- CONTROL AIRCRAFT THE REGISTRATION NUMBER MUST BE DISPLAYED HORIZONTALLY AND IN TWO DIAMETRICALLY OPPOSED POSITIONS ON ANY FUSELAGE STRUCTURAL MEMBER. AMENDED FAR

26 INSPECTION and MAINTENANCE of LIGHT-SPORT AIRCRAFT

27 INSPECTION AND MAINTENANCE REQUIREMENTS FOR LIGHT-SPORT AIRCRAFT
FOR LIGHT-SPORT AIRCRAFT DEPEND ON THE TYPE OF AIRWORTHINESS CERTIFICATE AND OPERATING LIMITATIONS (IF ANY) ISSUED TO THE AIRCRAFT: LIGHT-SPORT CATEGORY (SLSA): CONDITION INSPECTIONS AND MAINTENANCE ARE REQUIRED AND FAR PART 43 APPLIES! EXPERIMENTAL LIGHT-SPORT AIRCRAFT (ELSA) ONLY ANNUAL CONDITION INSPECTIONS OTHER PREVIOUSLY CERTIFICATED AIRCRAFT THAT MEET THE DEFINITION OF LSA IN FAR 1.1 (e.g. STANDARD, PRIMARY, AMATEUR-BUILT, etc.)

28 LIGHT-SPORT AIRCRAFT INSPECTIONS
CONDITION INSPECTIONS REQUIRED BY THE AIRCRAFT OPERATING LIMITATIONS MAY BE PERFORMED BY: A REPAIRMAN WITH AN INSPECTION RATING, BUT ONLY ON THE ELSA THAT THE REPAIRMAN OWNS A REPAIRMAN WITH A MAINTENANCE RATING FOR THE APPROPRIATE CLASS OF ELSA OR SLSA A FAA CERTIFICATED MECHANIC WITH AIRFRAME AND POWERPLANT RATINGS

29 REPAIRMEN (LSA) RATINGS
REQUIRED TRAINING FOR REPAIRMEN (LSA) RATINGS INSPECTION RATING TRAINING: TO BE ELIGIBLE FOR AN INSPECTION RATING AN INDIVIDUAL MUST ATTEND AND SUCCESSFULLY COMPLETE A 16 HOUR FAA ACCEPTED COURSE. MAINTENANCE RATING TRAINING: TO BE ELIGIBLE FOR A MAINTENANCE RATING AN INDIVIDUAL MUST ATTEND AND SUCCESSFULLY COMPLETE A 80 TO HOUR FAA ACCEPTED COURSE, DEPENDING ON THE CLASS OF LSA. (e.g. PP OR W-S-C REQUIRE 80 HRS AND AIRPLANE REQUIRES HRS)

30 REPAIRMAN (LIGHT-SPORT AIRCRAFT) WITH MAINTENANCE RATING
NEW FAR (c) MAY PERFORM : ANNUAL CONDITION INSPECTIONS ON BOTH ELSA AND SLSA IN CLASS RATED. CONDITION INSPECTIONS REQUIRED EVERY 100 HOURS ON SLSA/ELSA IN CLASS RATED THAT ARE USED FOR FOR HIRE (FLIGHT INSTRUCTION OR TOWING OPERATIONS). MAINTENANCE ON SLSA IN CLASS RATED.
