2 The Program for court cases management: “Mizan” “Mizan” is an electronic program used to manage court cases and to follow the progress of all procedures from the moment a case is registered by the specialized office until the last phase reached in each case, including the notification to the parties, the printing and registering of the sessions (hearings) minutes − thus making it easier for the judges and the employees to deal with the cases and to follow their progress electronically, and accelerating the court procedures.

4 The “Mizan” Program and its impact on simplifying the judicial work and increasing its efficiency

5 The “Mizan” Program has become the backbone of the work in courts. In fact, all the courts in the Kingdom, of all types and levels, rely completely on this program for all the operations of cases’ registration, correspondences and the daily procedures related to the work in courts. This has led to: Simplifying the procedures so that the employees can provide the required services in a short period of time − thus reducing waiting times for lawyers or court users in courts’ corridors (due to the manual search in the registers). Relying on the national identity numbers of the persons concerned when registering a case, through the connection with the database of the Civil Status Department and the Passports Department, to check the real identity of every person and guarantee its accuracy. Relying on the national numbers of the institutions and companies concerned when registering a case, through the connection with the Companies Control Department and the Ministry of Industry and Trade.

6 Standardizing all the notification documents created by the program in all types of courts and, in addition to that, ensuring an easy follow up and access to the results of the notification procedure, with all the required explanation. Guaranteeing the accuracy of any registered ownership certificate through the electronic connection with the Department of Lands and Survey. 7 The data of this program have become a main database that enables to produce the required statistics and reports, using the same program. In fact, some of the important reports that are produced periodically by the courts are prepared through this program, for example the report on the number of the pending (previous and current), the incoming and the resolved cases, in the court and for each judge. 8 Relying on the data of this program, numerous reports and statistics can be produced to help the upper echelons of the Administration and the decision makers to take the right decisions, for example:  The number of registered cases in courts allows to know the quantity of papers and paper files needed every year by the courts;  The statistics of the judges’ workload allow to forecast new recruitments and transfers of the judges in courts;  Reports about the income and expenditure of the execution cases’ cashier allow to control the financial procedures and to follow them electronically through the Financial and Administrative Inspection Units in the Ministry.

9 In addition to that, this program enables to produce numerous reports on the problems concerning the judicial work which the courts (any court) face, and to take the necessary decisions based on the statistics contained in those reports, such as:  The period of time between the moment an appeal on the main case is lodged and the moment the case is registered and a number given by the court of appeal, since this period is considered as a part of the case’s lifecycle;  The period of time between the prosecutor’s decision to transfer the case to the court and its registration in the court;  The statistics on the cases’ lifecycle and the pending cases, to know the reason for delay and to take the right decision about them.
