3 A revolving wheel or piston Conventional Meters Core measuring technology in today’s domestic water meters has not fundamentally changed for generations

10  Telecommunications, Electricity and Gas  PAYG mobile phones stated in the early 1990s  Electricity and Gas prepayment meters introduced in 1960s  Provide debt risk solution that customers control Prepayment:- The Mechanism

11 Why not water?  Accuracy never in question in other sectors  Customer trust never an issue  Very few water prepayment manufacturers  All but one uses mechanical meters  Accuracy of mechanical meters questionable  Prepayment in water historically regarded as unreliable and unfair by customers  Fully electronic non-moving parts water meter at the core of the prepayment system  100% accuracy for life  No maintenance and is now an ‘install it and forget about it’ device, which is now similar to other market sectors.

12 Electronic & Non-moving Parts  Does not lose accuracy  One off investment and no additional cost due to lost revenue  Does not record air  No social issue due to ill-trust of system that charges for air  Does not require maintenance  Nothing to wear or tear and does not require any other work  High sensitivity and low reading  Ensures reading of very low flows ensuring every drop is paid for  Allows low flow leaks to be identified such as a dripping tap etc…

13 Does not record AIR

14 Unaffected by Particulates

15 Allows prepayment from other sectors to be compared directly to the water system for the first time. Ensures the same well documented benefits as those other sectors. The only FIT FOR PURPOSE system in the water sector. Ensures 100% performance accuracy and provides upfront guaranteed payment. An investment which pays for itself Combination = Winning Formula

16 US $ Years Return on Investment Resultant profit per system including the install cost of meter Percentage reflects how much of the revenue return is used to repay the meter Year zero represent the purchase of the meter, annual usage cost = 275 US$

21 What are the components ? Prepayment Overview Internal Unit and Smart Card SmartMeter, A Solenoid Valve and External Water Control Unit A Meter Management Station Modular “Build up” LAN & WAN compatible

22 Smart Card Demonstration

23 Features & Benefits - Customer Elimination of “Guesstimated Meter Readings” Tariff structure – Ability to budget Customer can see current and past consumption Encourages Conservation Identification of leaks Current credit and the corresponding water left Smart Card – Simplicity Emergency Water – Flexibility No moving part Electronic Water Meter – does not record AIR

24 Features & Benefits - Utility Leakage identification – Conservation No ‘meter readers’: Redeployment The unique “No moving part Electronic Water Meter ensures: –No loss of Revenue –Ability to fund further Investment –Improved Customer Service –Elimination of billing of ‘Air’ –Flexible tariff structuring Prepayment system is based around a “Smart Card”, providing: –Reduced Operating Costs / Facilitates further Investment –No unpleasant exchanges with the Customer –No to Bill / No need for Debt Collection –Arrears collection

25 Features & Benefits - Investment Systems accuracy ensures capital repayment Savings to Utility from the following equating to ca. 30$ pa:- –No Meter Readers –Cost effective billing system with minimal operation –No Invoicing or debt collection requirements –Interest gained on prepaid revenue and that saved on outstanding revenues to be collected –Zero Maintenance required with SmartMeter Prepayment Annual revenue contributions direct can allow minimal end custom payments ensuring repayment can be accomplished over 2, 3, 4 or 5 years. The Daily Rateable Values (DRV) function deducts a value from +/- credit every day. A case study from Mexico enabled a 5 year repayment package with a DRV of only 1 Peso. Savings and contribution from annual revenue return totaled ca. 60$ pa per application

26 Software:- Simple but Extensive  Meter Management System Vending Point  MMS is the hub of the system controlling each and every aspect.  Most important connection is to VPs to facilitate credit transactions.  Daily communication uploading tariff information.  Meter Management System MMS Clients  MMS runs on a server, but allows live interfacing for data input, management reporting, call centre assistance and vending point queries.  Vending Point Customers Meter  SmartCard connectivity.  Two way communication allowing metering information upload to MMS, and credit download to meter.

27 Meter Management System Enter User SmartCard All operator actions logged to ensure auditability Create Customer by filling all their details and creating their unique SmartCard Assign a tariff region to the customer. 8 Step tariff band per tariff region, but unlimited tariff regions

28 Meter Management System To create a report, choose from a selection of report templates already in the software. Select the parameters of the report, either time and/or customer Create report to print, save or analysis Additional report templates can be created using Crystal reports

29 Vending Points On opening VP software, above prompt given Each user has PIN to avoid credit dispensing to unauthorised people Access granted On insertion of a customer card, a vending screen will be presented with their name and customer number

30 Current balance on card – usually zero, but can be used to check if credit has been applied If a customer is paying off previous arrears, the amount owed will be illustrated here. The Operator can then inform the customer about this Should the customer have used Emergency Water prior to buying credit, the value here will be negative. The Operator would inform the customer to clear this negative value so that the valve will open when the card is inserted into the IU Customer Number and Surname The Operator is aware when the customer last purchased water Vending Points

31 The payment method, i.e. Cheque, Cash or Credit Card is logged during the transaction. The Operator asks the Customer how much they wish to purchase, and it is then entered into this field From this value, the software calculates the appropriate Sales Tax, the amount taken to pay off any arrears and the relevant VAT applicable. These valves are updated automatically leaving the credit which is to be applied to the Customers SmartCard Vending Points

32 On approval that the calculated figures are correct, the operator confirms the transaction. Once confirmed, the operator prints the customer’s receipt Should the transaction not be correct, and is to be scrapped, the transaction can be cancelled. If a transaction has been confirmed, but was incorrect, the SmartCard can be reinserted into the VP and a void be carried out which deletes the credit applied to the card and makes a log in the batch Vending Points

33 At the end of the day, the batch of transactions is closed, uploaded to the MMS and backed up for records. Vending Points
