2 On October 28, 2010, the global counter-terrorism community disrupted a potential attack when individuals with ties to the Al-Qaida in the Arabian Peninsula in Yemen attempted to conceal and ship explosive devices in cargo on board aircraft ultimately destined for the United States. BACKGROUND

3 On November 3, 2010, CBP,TSA and USPS began meeting with various trade partners in a thoughtful and deliberate approach to better understand individual business practices and to collectively develop a mechanism to collect cargo data as soon as possible in the supply chain as a security filing type CBP-TSA-USPS COLLABORATION

8 Express Consignment Operators (ECO’s) will continue to expand pilot country list incrementally by highest threat regions until transmitting globally. CBP-TSA expansion for the passenger-forwarder component to begin August 29th. CBP to explore embedding representatives from the ECO’s into the operation at the NTC-C. Explore DHS personnel co-locating with the ECO’s at the key European Hubs and ConOps for each location Visits to United Kingdom, Germany and France to perform site surveys NEXT STEPS

9 Collaboration with OIIL to continue to provide unclassified threat briefing Stakeholder Security Clearances; CBP will coordinate the BI process for classified information sharing CBP is working with USPS to develop ACAS like strategy to address inbound international mail shipments transported by commercial aircraft on behalf of the U.S. Postal Service (USPS) and the international postal community using the Trade Act of 2002 and the Postal Accountability and Enhancement Act (PAEA) of 2006. Re-energize Royal Mail inbound manifest pilot at JFK. Includes EMS (Express Mail) and Parcels; letters and small packets exempt, and TSA- Posts to establish protocols for DNL responses. China, Korea, Japan, Singapore, Hong Kong, France, Australia have agreed to work toward transmitting advanced electronic customs data on inbound express mail and parcels by 2012. NEXT STEPS
