2 On October 28, 2010, the global counter-terrorism community disrupted a potential attack when individuals with ties to the Al-Qaida in the Arabian Peninsula in Yemen attempted to conceal and ship explosive devices in cargo on board aircraft ultimately destined for the United States. BACKGROUND

3 On November 3, 2010, CBP and TSA began meeting with various trade partners in a thoughtful and deliberate approach to better understand individual business practices and to collectively develop a mechanism to collect advance cargo data as soon as possible in the supply chain as a security filing type CBP-TSA COLLABORATION

4 OBJECTIVE: Receive pre-lading cargo data to identify/address security concerns in the air and mail environment SCOPE: Global TARGETING: Joint targeting performed by CBP and TSA at the National Targeting Center-Cargo PILOT OVERVIEW
