2 Roles & Responsibilities  Fill out System Access Form (SAD) available at www.mpc.ok.gov. (prior to the Commission receiving this, you cannot access your clients’ information) www.mpc.ok.gov  If a registered representative’s information (such as primary email, address, telephone, or fax number) is changed in the system during the processing of an open petition, a notice of the change shall be filed through the system so that all affected users are adequately notified.  You may register a client as a user for the purpose of filing a petition.  If your client is already registered, you must use the search tool provided to search for the existing user. (This process does not nullify the requirement for representative to file an Entry of Appearance in accordance with Merit Rule 455:10-21-3.

5 Registration: Petitioner Representative  Log onto www.mpc.ok.gov.  Click Online Filing.

6 Registration: Petitioner Representative  Anyone who intends to use the Online Filing System must complete the registration process.  Users must select “Register” on the welcome screen to enter their registration information.

7 Registration: Petitioner Representative  Confirmation signature or Representative confirmation signature  Sex*  Race*  Date of Birth* Account Type Must include the following information:  First Name  Last Name  Email Address  Street Address  City  State  Zip Code  Home Phone  Work Phone Optional information includes:  Middle Name  Other Phone Number * This demographic information is mandated for system identification purposes and for Commission reporting requirements.

8 Registration: Petitioner Representative  For Petitioner Representative select “All Others” in the Account Type options.  Once the Commission receives an approved designation form, staff manually changes the designated users’ Account Type to Petitioner Representative. Select “All Others”

9 Registration: Petitioner Representative  The system generates the account setup screen.  The user must: Confirm the email address by re-entering it; create a Login ID; create a password.  Designate security questions in the event the user forgets the password.

10 Registration: Petitioner Representative  You will receive a confirmation page stating that you registered.  An email with the activation link should be sent to your email account.

11 Registration: Petitioner Representative  Copy and Paste the “Login Activation Number”.  Click “Activate Account Link”.

12 Registration: Petitioner Representative  Paste the required “Login Activation Number” and click “Submit”.

13 Activation Complete  You can now log into the Online Filing System.

14 Registered Petitioner: Filing a petition for a registered petitioner

15 Filing a petition for a registered petitioner  Log into the system with your user name and password.

16 Filing a petition for a registered petitioner  Click on the “Search Registered Users” tab.

17 Filing a petition for a registered petitioner  You must provide the name and date of birth of the Petitioner.

18 Filing a petition for a registered petitioner  After entering the correct and required information, you should see the petitioner in the “Results” box. Click on the petitioner and click “New Filing”.

19 Filing a petition for a registered petitioner  Fill out the required information.  Attach documents if needed and click “Submit”. (Remember that you can only attach one pdf document (5MB max))

20 Filing a petition for a registered petitioner  You should see a confirmation page with the filing information.  Click “Initial Filing” to submit the information or use the “Back” button to make any changes.

21 Filing a petition for a registered petitioner  The petition should now appear in the “My Petition List”.  You now have access to this petition.

22 Non Registered Petitioner: Registering the Petitioner

23 Non-Registered Petitioner: Registering the Petitioner  If a Petitioner is not registered, the representative may register the Petitioner in one of the following ways: (a) Register for the Petitioner – this requires a unique, personal email address for the Petitioner. (b) Register the Petitioner as a sub-account of the Petitioner Representative – the Petitioner must use the Petitioner Representative’s account combined with the Petitioner’s name and date of birth to login. (c)Register the Petitioner as a Non-Login account – the Petitioner does not have access to the system.

24 (A) Register for the Petitioner

25  If the petitioner does not have an email account, you will need to create one. Free email accounts are available at yahoo.com or msn.com.

26 (A) Register for the Petitioner  Register the petitioner following the same registration process.  However, for “Account type” select “Petitioner”. Select “Petitioner”

27 (B) Register the Petitioner as a sub-account of the Petitioner Representative

28 (B) Register the Petitioner as a sub-account  The petitioner must use the Petitioner Representative’s account combined with the Petitioner’s name and date of birth to login.  Log into your account.  Click “New Filing”.

29 (B) Register the Petitioner as a sub-account  Click “NO” for “are you filing a petition for yourself”.  Click “NO” for “Are you filing for a registered user”.

30 (B) Register the Petitioner as a sub-account  Click “YES” for “Are you filing for someone who is not registered and has a personal email account and would like to log into the system, receive notices, and be able to use the system with you”.  Click “continue”.

31 (B) Register the Petitioner as a sub-account Select “Petitioner”  Register the petitioner following the same registration process.  However, for “Account type” select “Petitioner”.

32 (C) Register the Petitioner as Non-Login account

33 (C) Register the Petitioner as a Non-Login account  The petitioner does not have access to the system.  Log into your account.  Click “New Filing”.

34  Click “NO” for “Are you filing a petition for yourself”.  Click “NO” for “Are you filing for a registered user”. (C) Register the Petitioner as a Non-Login account

35  Click “NO” for “Are you filing for someone who is not registered and has a personal email account and would like to log into the system, receive notices, and be able to use the system with you”. (C) Register the Petitioner as a Non-Login account

36  Click “yes” for “Are you filing a petition for someone who does not have a personal email account and who does not ant to log into the system?  Click “Continue”. (C) Register the Petitioner as a Non-Login account

37  Register the petitioner following the same registration process.  Note that “Email Address” is not required and that you must “check” the electronic filing box stating that you are “filing on behalf of” the person identified.
