Software Assurance Training Vouchers are a benefit you may receive as part of your Software Assurance benefits in addition to your Volume Licensing Agreement. 
This can be via an Enterprise Agreement or Select Agreement with Microsoft. 
You must have Windows and Office to have SATV in Enterprise or Select Agreements.
