1 PRESENTATION TO THE PORTFOLIO COMMITTEE MINISTER LULU XINGWANA 06 NOVEMBER 2013 PROGRESS REPORT ON THE NATIONAL COUNCIL AGAINST GENDER BASED VIOLENCE

2 INTRODUCTION 2 Since its inauguration in December 2012, the National Council Against Gender Based Violence (NCGBV) met five times, and finalised the following: its vision, mission, mandate and objectives; governance structure and priorities for delivery in the 2013/2014 financial year An Executive Committee (EXCO) was appointed in April 2013, charged with the responsibility to execute the resolutions of the Council

3 INTRODUCTION cont’d 3 The EXCO was tasked with the following: Develop a framework for draft Procedural Guidelines Provide leadership and strategic guidance to the Secretariat and undertake an oversight role to ensure the Secretariat’s effectiveness Guide the development of a governance structure and priorities for Council Monitor the execution of Council decisions Monitor the consultation process on the review of the 365 Days National Plan of Action Explore the financial landscape of external resources for the Council

4 SETTING THE TONE 4 Vision A society free of Gender-Based Violence Mission The mission of the National Council Against Gender-Based Violence is to integrate, strengthen and mobilise structures of societies for the reduction of GBV through the implementation of coherent strategies Mandate The mandate of the National Council Against Gender-Based Violence is to provide high level strategic guidance and coherence of strategies across sectors to address GBV in South Africa

5 OBJECTIVES OF THE NCGBV 5 Bring together a multi-sectoral approach to address Gender-Based Violence (GBV) in South Africa Provide political and strategic guidance to address GBV Strengthen coherence of strategies to address GBV Coordinate, monitor and evaluate the execution of all GBV interventions Mobilise resources for the optimal achievement of the mandate of the Council and delivery on the National Strategic Plan

13 PROGRESS TO DATE ON PRIORITIES 13 Establishment of the Secretariat:  Staff deployed to provide Secretariat support to Council at the department’s expense  CEO position advertised and interviews held - expecting appointment soon  USAID confirmed its support with a Project Manager to assist the CEO for a period of two years Analysis of the review of the 365 Days National Plan of Action:  Analysis of the review conducted and finalised  Report on the outcomes to be presented to Council on 8 th November

14 PROGRESS TO DATE ON PRIORITIES 14 Development and implementation of a Vikela Mzansi Campaign: Campaign with sports fraternity: with an initial involvement made with the soccer fraternity through South African Football Association (SAFA) which provided the Council to call upon the soccer players and fans to join hands to eliminate gender based violence  Collaboration with media: together with Radio 702’s Lead SA initiative a pledge was made that media will provide space for the Council to continuously write articles aimed at enlightening the public on gender based violence. In addition, through Lead SA the Council will be able to use radio broadcast stations affiliated to this initiative across the country  Partnership with traditional leaders: As part of the broader Council Campaign for outreach and community based approach to eliminating gender based violence a partnership was forged with the National House of Traditional Leaders to work with their gender forums to provide platforms for education and awareness programmes within the context of daily realities of the people of South Africa in their communities - working closely with the wives of the traditional leaders [Oondlunkulu]

15 PROGRESS TO DATE ON PRIORITIES 15 Development and implementation of a Vikela Mzansi Campaign:  Collaboration with religious leaders: the Council and the religious leaders have joined hands in the fight against gender based violence. A media briefing was held with the religious leaders announcing the partnership and the planned activities to promote the Bill of Responsibilities to young people and the society at large towards prevention of gender based violence in the context of upholding the Bill of Rights  Say No - UNiTE Campaign (also known as the Orange Day Campaign): the Council, has launched the Orange Day Campaign in Kwa-Zulu Natal, Limpopo, Western Cape, Free State and Gauteng  “Vikela ooGogo Mzansi”: this campaign was rolled out as part of the Older Persons Week with a call for South African to protect our elderly women to ensure the elimination of violence against them. The programmes took place in the Eastern Cape (Port St Johns), Gauteng (Cullinan) and Limpopo (Liphalale) Provinces

16 PROGRESS TO DATE ON PRIORITIES 16 Development of a National Strategic Plan (2014-2019) for GBV:  Study on Violence Against Children finalised  Study on Violence Against Women underway  Analysis of reviews of the 365 Days National Plan of Action finalised  The above will inform the National Strategic Plan (NSP) for GBV  The appointment of a service provider to assist with the development of the NSP underway

17 FINANCIAL OVERVIEW OF THE COUNCIL 17 The Council does not have a dedicated budget, the activities of the Secretariat and the Council are dependent on the budget provided by the Women Empowerment and Gender Equality Programme of the department Submissions were been made to the National Treasury to solicit funding for the NCGBV Roll over funding request submitted to the National Treasury were unsuccessful Further funding requests through the AENE processes yielded negative response from the National Treasury Response for funding of the NCGBV through the MTEF processes is awaited

18 18 DONOR FUNDING PROGRESS REPORT OUTPUTACTIVITIES CONDUCTEDBUDGET Strengthen and popularize the Government - wide National Strategic Plan to end VAWC Consolidation of Reviews and Analysis Report on the Implementation of the 365 Days National Action Plan on Gender Based Violence Initial payment of R49,020.00 (50%) Total contract amount: R98, 040.00 Support extensive consultations on the National Strategic Plan as well as popularisation of the National Strategic Plan to end violence against women and children Advert - Request for Proposals: Development of the National Strategic Plan for the National GBV Council in the Mail & Guardian R18, 331.20

19 8/6/2015 19 DONOR FUNDING PROGRESS REPORT OUTPUTACTIVITIES CONDUCTEDBUDGET Strengthen the human resource and organisational capacity for effective coordination and leadership roles of the NCGBV Appointment of the CEO and Administrator and provision of coordination costs for twelve months CEO position advertised in the Sunday Times R 39, 223.30 Conduct a Study on Violence Against Women ( forms, prevalence, and social norms that sustain VAW) a produce a Government Signature Publication and Action Framework on VAW Service provider appointed and study currently underway Initial payment of R227, 596.00 (30% ) Total contract amount: R758, 653.00

20 OBJECTIVES OF THE 16 DAYS CAMPAIGN - 2013 20 The objectives of the 2013 Campaign are informed largely by the vision of Government and the recommendations and findings of the 10-Year Social Impact Assessment study which calls for: Government to strengthen partnerships and collaboration with NGOs and Community Based Organizations (CBOs) - including those that target and involve men and boys for prevention and rehabilitation - faith-based organizations, traditional leadership and traditional healers as well as the business sector To rally partners to the strengthening of the pillars for a more effective and rigorous implementation of the 365 Days National Action Plan - especially the prevention pillar in as far as root causes are concerned To encourage community involvement in initiatives to combat crimes against women and children To communicate Government’s substantive programmes and priority actions to deal with the problem of women and child abuse

21 PROGRAMME FOR THE 16 DAYS CAMPAIGN - 2013 21 The International Theme for the campaign is: “FROM PEACE IN THE HOME TO PEACE IN THE WORLD: LET’S CHALLENGE MILITARISM AND END VIOLENCE AGAINST WOMEN” National Theme for the campaign is: “KWANELE : COMMUNITIES UNITED IN PREVENTING VIOLENCE AGAINST WOMEN AND CHILDREN” Sub Themes and Messaging:  Safety of women and children everywhere and at all times;  Language - say “NO” to the use of language that condones the violation of women’s rights;  Disrupting patriarchal practices (gender roles in the household, faith based organisations, harmful traditional practices, tribal authorities, etc)

22 PROGRAMME FOR THE 16 DAYS CAMPAIGN - 2013 22 The Launch of the Campaign - 24 November 2013  To be held in Mafikeng, North West Province;  Will be addressed by the President of the Republic, HE President Jacob Zuma;  Will take the form of an interactive session with communities members especially ex-offenders, men, survivors of GBV as well as the LGBTI community The Closing Ceremony - 10 December 2013  To be held in Giyani, Limpopo Province;  It is proposed that the ceremony be preceded by a business breakfast;  A visit to a Thuthuzela care centre in the area will be conducted, assessing access and participation by disabled women and children in the programme;  It is envisaged that the event will take the form of a national dialogue with carefully selected stakeholders, including those with disabilities and partners who will help government in assessing the impact of lack and limited shelter places for women and children

23 PROGRAMME FOR THE 16 DAYS CAMPAIGN - 2013 23 Thematic Areas During the 16 Days o Promotion of the Bill of Responsibility Programme in partnership with Religious Leaders; o Targeted focus on the International Men's Day, including boys; o Dialogues with Young Women; o Vikela Mzansi Campaign - focus on responsible parenting with the Diepsloot Community; o A programme targeting Maintenance Courts; o International Day of Persons with Disability of 3 December 2013, linking it to violence against women and children with disability; o A Programme with Oondlunkulu (wives of Traditional Leaders) and Widows, in collaboration with the National House of Traditional Leadership; o A GBV and HIV/AIDS Roundtable discussion
