2 NYC Project School Success-Phase II New York City Administration for Children’s Service (ACS) all five boroughs (Manhattan, Queens, Bronx, Brooklyn, Staten Island) New York City Local Social Service District Child welfare (12K-foster care; 11K-CP cases) Juvenile Justice (272 in detention and placement) Preventive Services (26K families) Early Care and Education (92K-daycare; 12K-HS) PSS-Phase II focuses on children in foster care

3 NYC Project School Success—Phase II Office of Education Support and Policy Planning (OESPP) OESPP assists and supports caseworker staff for children between the ages of birth to 21 who are accessing services through the Administration for Children’s Services (ACS). OESPP provides support that addresses all education issues from early childhood education to post-secondary education, with an expertise in issues surrounding special education and alternative school placements. Division of Policy, Planning and Measurement (PPM) Oversees the development, implementation and evaluation of contractual relationships with partner agencies

5 NYC Project School Success—Phase II Project School Success—Phase I 9 pilot foster care agencies Development of Memorandum of Understanding with NYC DOE to share data for children in foster care Submitted data monthly for 9 pilot agencies and continued quarterly data distribution for other agencies Monthly discussions and feedback on disseminated data

9 NYC Project School Success-Phase II Sustainability & Dissemination Plans Collaboration with NYC Department of Education (DOE) will expand existing Project School Success templates and regular reporting mechanisms for on-going data- sharing, with system-wide scope; expanded capacity will be retained in Project School Success ACS’ Office of Education Support and Policy Planning (OESPP) will absorb training and school stability planning activities into its work scope and regular coordination with NYC Random case evaluations through the “Childstat” model of case review will increase participants knowledge of NYC ACS and NYC DOE systems

10 NYC Project School Success-Phase II Sustainability & Dissemination Plans OESPP will develop training curricula, guidance documents and best practices to build the capacity of ACS legal and case planning divisions and voluntary agencies Share program data and results at pre-existing monthly Education Forum, Project School Success provider meeting, annual “Back to School Summit,” quarterly agency director meetings Publish information and data in OESPP “Education Matters” e-bulletin and other provider bulletins

11 NYC Project School Success-Phase II Questions for other grantees Have other jurisdictions fashioned cost-sharing arrangements for transportation? If so, what are the characteristics of the jurisdiction, i.e., large urban school system, multiple small districts, etc.? Have other jurisdictions developed data showing improved school stability and outcomes?
