DE also needs library distance learning communities are entitled to library services and resources equivalent to those provided for students and faculty in traditional campus settings –ACRL

ACRL Guidelines reference assistance; computer-based bibliographic and informational services; reliable, rapid, secure access to institutional and other networks, including the Internet; consultation services; a program of library user instruction designed to instill independent and effective information literacy skills; assistance with and instruction in the use of nonprint media and equipment; reciprocal or contractual borrowing, or interlibrary loan services using broadest application of fair use of copyrighted materials; prompt document delivery, such as a courier system and/or electronic transmission; access to reserve materials in accordance with copyright fair use policies; adequate service hours for optimum access by users; and promotion of library services to the distance learning community, including documented and updated policies, regulations and procedures for systematic development, and management of information resources.

Distance learner cost effective alternative in offering educational avenues to a large population in the developing world boost to many careers by providing learner centric opportunities in furthering one’s educational qualifications and career goals

Reciprocal borrowing arrangements Athabasca University Library (Canada) can access Other Libraries through The Alberta Library (TAL) card program (Available to Alberta residents only) and COPPUL / CURBA Reciprocal Borrowing from libraries across Canada -http://library.athabascau.ca/otherlib/others.html Libraries in US have reciprocal borrowing, ILL and DDS arrangements

Network support present library support system can not afford to provide anything comparable to the campus based mode network facilities like DELNET should supplement the library support currently offered

Open Access Not much reciprocal borrowing arrangements in the country Network services like DELNET has a major role Many libraries open their collection for others through DELNET Librarian’s are worried about publisher’s rights than copyrights

DELNET Statistics How many ILL requests received and complied with? Time elapsed in providing ILL? 1 week for Delhi and 2-3 weeks for outstation How many DDS requests received and complied with? Time elapsed in offering DDS?

What about requests not registered? Services are currently based on DELNET Union databases If you want a book/copy from those not available in the Union database, no provision to even register the demand What about demands you do not have??

For all these DELNET should be better funded DELNET should evolve distance education friendly membership models
