3 Distance Education  Social activity  Participative  National Open University, 13 state open Universities and 119 distance education directorates  Demand for higher education in the country is increasing by 15% to 17% every year  Conventional institutions can at best take only 7% of this load  500 courses to approximately 20 lakhs students through 5000 study centers and 65000 academic counselors

4 IGNOU  58 regional centres  7 sub- regional centres  1400 study centres  41 overseas centres  125 academic programmes  48,000 academic peers from various disciplines of the campus University system

6 DE also needs library  traditional library services designed for on-campus users will not meet the requirements of distance learners- ILA Guidelines

7 ILA Guidelines  Reference services in person or through telephone/fax/email  Manual and computerized bibliographic services to faculty  Borrowing and reading room facilities  Services like book bank, mobile library, document delivery and interlibrary loan  Preparation of “readings of articles” or course packs  Remote access to OPAC, website and networks like DELNET, INFLIBNET  Password enabled access to online journals and electronic databases  Learning resource centres at public and private libraries

8 DE also needs library  distance learning communities are entitled to library services and resources equivalent to those provided for students and faculty in traditional campus settings –ACRL

9 ACRL Guidelines  reference assistance;  computer-based bibliographic and informational services;  reliable, rapid, secure access to institutional and other networks, including the Internet;  consultation services;  a program of library user instruction designed to instill independent and effective information literacy skills;  assistance with and instruction in the use of nonprint media and equipment;  reciprocal or contractual borrowing, or interlibrary loan services using broadest application of fair use of copyrighted materials;  prompt document delivery, such as a courier system and/or electronic transmission;  access to reserve materials in accordance with copyright fair use policies;  adequate service hours for optimum access by users; and  promotion of library services to the distance learning community, including documented and updated policies, regulations and procedures for systematic development, and management of information resources.

13 Distance learner  cost effective alternative in offering educational avenues to a large population in the developing world  boost to many careers by providing learner centric opportunities in furthering one’s educational qualifications and career goals

14 Distance Learner  previous qualifications are relaxed for certain courses  distance learner needs background materials for core and related topics  sometimes more library support than regular students

16 Reciprocal borrowing arrangements Athabasca University Library (Canada) can access Other Libraries through The Alberta Library (TAL) card program (Available to Alberta residents only) and COPPUL / CURBA Reciprocal Borrowing from libraries across Canada -http://library.athabascau.ca/otherlib/others.html Libraries in US have reciprocal borrowing, ILL and DDS arrangements

17 Network support  present library support system can not afford to provide anything comparable to the campus based mode  network facilities like DELNET should supplement the library support currently offered

18 Open Access  Not much reciprocal borrowing arrangements in the country  Network services like DELNET has a major role  Many libraries open their collection for others through DELNET  Librarian’s are worried about publisher’s rights than copyrights

20 DELNET Statistics  How many ILL requests received and complied with?  Time elapsed in providing ILL?  1 week for Delhi and 2-3 weeks for outstation  How many DDS requests received and complied with?  Time elapsed in offering DDS?

21 What about requests not registered?  Services are currently based on DELNET Union databases  If you want a book/copy from those not available in the Union database, no provision to even register the demand  What about demands you do not have??

22 Role DELNET should play  Make update of holdings more current  Creating a National Union Catalogue/Database  Give and Take Options for non Members  Collaborative Arrangements  Reference Libraries of Books  Library Consortia  Electronic Access options  Repository of Indian Research  Portal Based Services

23 For all these  DELNET should be better funded  DELNET should evolve distance education friendly membership models
