Five Guiding Themes Provide Civic Leadership through Partnerships --Lead as a civic partner, deepen our engagement as a critical community asset, demonstrate leadership in regional innovation, serve as an anchor institution in the Metro area. Improve Student Success --Ensure a student experience that results in higher satisfaction, retention and graduation rates. Achieve Global Excellence --Distinguish the institution nationally and internationally through the accomplishments of its faculty, reputation of its programs, and preparation of its students for the Flat World. Enhance Educational Opportunity --Ease the transition and create more effective pathways for students to move from K-12 to higher education. Expand Resources & Improve Effectiveness --Expand resources in each of the funding streams (state, private, business partnerships, research, tuition), manage resources effectively and match investments to strategic priorities.

Focus in 2008-09 Enhance national visibility as an urban anchor institution Continue economic development & University District Planning Enhance organizational support around Engagement Capitalize on new president’s arrival through campus and community engagement and proactive marketing and communications

Improve Student Success This theme reflects our current priority on student success. Focus in 2008 – 09 Implement the task force recommendations Create campus enrollment management plan Continue housing expansion / College Station Complete student experience assessment Implement Undergraduate learning goals

Achieve Global Excellence This theme captures our current goal to advance selected programs that distinguish us and increase innovative scholarship that addresses regional issues and has global significance. Our current programmatic emphasis is on sustainability. Focus in 2008-09 Plan Sustainability activities and begin investments Select future programs for development and investment Collaborate with OHSU, other partners Review and update strategic plan for internationalization Demonstrate excellence through selected campus improvement projects

Enhance Educational Opportunity This theme captures the goals of our “Opportunity” priority. Focus in 2008-09 Expand and improve Portland State online programming for students Develop strategy for increased P-20 partnerships Assess and evaluate feasibility of guaranteed tuition programs Pursue diversity goals for students, faculty and staff

Expand Resources & Improve Effectiveness This theme captures our administrative commitments to faculty and staff for providing competitive compensation, increasing the number of tenure- related faculty, and providing support infrastructure and staffing necessary to advance our goals. Focus in 2008-09 Acquire state funding for enrollment, faculty salaries, student/ faculty ratios Prepare campaign readiness assessment, campaign planning Increase funded research and infrastructure Improve business processes Integrate campus planning (financial, capital, fundraising, academic)
