A new approach in support to food security and sustainable agriculture Jean-Marc Faurès, NRL TCI Days 2014 The Water-Energy-Food Nexus @ FAO

Why FaO embarked on a nexus approach ? Increasing pressure on resources for socio-economic development: – Growing and competing demand for energy, food, water – Increasingly complex interactions between water, food and energy – Stressed natural resources – Climate change Policies and development strategies very much sector-driven – Incoherence – Conflicts – Missed opportunities for enhanced synergies – Sub-optimal investments Limitations of integrated approaches  cross-sectoral dialogue becomes key

The FAO approach to the Water-Energy-Food Nexus Population growth and mobility Diversifying and changing diets Climate Change International and regional trade, markets and prices Industrial development Technology and innovation Governance Drivers Cultural and societal beliefs and behaviours Drivers Urbanisation Sectoral policies, vested interests Agricultural Transformation Water EnergyLand Labour Capital Managing the Nexus Resource base Different, often competing social, economic and environmental goals and interests related to: Water Goals and interests EnergyFood

Across sectors: Transparent and effective allocation mechanisms Management of trade-offs Enhancement of synergies Example: Scenario-thinking for managing the nexus in the Syr Darya Basin Implications for investments Within sectors: Resources use efficiency  productivity Reduction of wastes and losses Example: modernization of irrigation schemes through the FAO-MASSCOTE approach

Near East: Water Scarcity initiative, with specific emphasis on policy coherence between water, agriculture and food security China-Kazakhstan: Nexus dialogue on water use in agriculture and for urban development Selected on-going FAO Nexus activities Vietnam: A nexus approach to agricultural transformations FAO/ESA/GWSP workshop on contribution of Earth Observation to the WEF nexus, March 2014 FAO/OFID/GIZ: Accounting framework and rapid nexus appraisal approach Scenario approach to identify and develop policy options for WEF nexus management in the Aral Sea Regional initiatives with pillar on nexus Planning of policy dialogue and case studies on the interdependency of water, energy and food systems in South America In-depth NAF- SAR Nexus study in Pakistan Managing competing demand for crop residues
