3 SECC 2011 – Objectives To enable ranking of households based on their socio economic status. To make available authentic information on caste wise population enumeration. To make available authentic information regarding the socio – economic condition and education of various castes and sections of population.

8 Ranking of Households on the Basis of Information – Not a Poverty Line
Poverty is multi-dimensional. Information from households as basis for ranking. Three categories of households : 1. Automatically Excluded: 2. Automatically Included; 3. Ranking of households as per 7 Deprivation Indicators reflecting household’s well-being

1. Motorized 2/3/4 wheeler/fishing boat. 2. Mechanized ¾ wheeler agricultural equipment 3. Kisan Credit Card - credit limit Rs. 50, Household member government employee 5. Households with non-agricultural enterprises registered with Government. 6. Any member of HH earning more than Rs per month

7. Paying Income Tax 8. Paying Professional Tax 9. 3 or more rooms with pucca walls and roof. 10. Owns a refrigerator 11. Owns landline phone 12. Owns more than 2.5 acres of irrigated land with 1 irrigation equipment acres or more of irrigated land for two or more crop seasons. 14. Owning at least 7.5 acres of land or more with at least one irrigation equipment.

29 Claims and Objections Process
After Verification and Correction gets completed, the draft list will be published in three prominent place 1. Gram Panchayats 2. A prominent place in Panchayat, 3. BDO office A Circular for revised period for completing claims and objections was to be minimum of 45 days and maximum of 82 days from the day of publication of the draft list, has been issued on 30 July 2013 to meet the requirements of National Food Security Act (NFSA). In actual practice in some States the range of time lines were of different ranges from 45 to 60 days, even some State has crossed beyond 82 days.

33 States that must Publish Final List
Maharashtra: Eight districts have exceeded the COTS timelines beyond 82 days. (Parbhani, Aurangabad, Jalgaon, Ahamad Nagar, Hingoli, Latur, Osmanabad and Washim) Himachal Pradesh: Three districts have exceeded the COTS timelines beyond 82 days. (Lahul & Spiti, Kinnaur, Sirmaur) Delhi: Need to publish their Draft List for all 9 districts

34 CPSU Issues Shortage of Data Base Administrators (DBA) in mainly following states (Tripura, Odisha, Jharkhand, Maharashtra, Andhra Pradesh, Telangana and Tamilnadu) for entering claims in the field so that uploading of ‘F’ files are delaying. Delaying in uploading Final List PDF files by CPSU’s in Bihar, Jharkhand, Uttar Pradesh, Andhra Pradesh, Telangana and Maharashtra.

35 State Suggestions for Update
For accessing SECC data all state nodal officers can be given to access of secc2011.nic.in through there id and password of secc monitoring site. It may suggested that dynamic updation of secc data from field through Rozagar Sayak from MGNREGA can be used and NIC is requested to develop a web based solution for that. As per cabinet note SECC data is valid for ten years (up to 2019). However each State/UT’s can update/revision of the list by every two years, refer to page 16 of said cabinet note.

39 Data Sharing Protocol SECC provisional data has been released in website on 3rd July 2015 by Hon'ble Minister of Rural Development Shri. Chaudhary Birender Singh. Procedures of handing over of end data to States/UTs and others need to be decided. How to update data and its periodicity (as per the cabinet note data will be update by every two years).
