Improved Technical Specifications Adoption
(i.e. conversion from early forms of Technical Specifications to Improved Technical Specifications (ITS) to improve safety and reduce compliance costs) and Upgrade of ITS Plants to Current ITS Version: One of the most significant developments in the U.S. nuclear industry was the development and introduction of standardized Improved Technical Specifications (ITS) beginning in the early 1990’s. EXCEL developed the ITS platform and handled its implementation ever since. ITS Conversion has supported U.S. nuclear plants in four major performance areas: (1) Enhanced Safety Performance, (2) Improved Operational Performance, (3) High Regulatory Performance, (4) Reduced Cost Performance. License Renewals EXCEL licensing projects that extend the authorized operating lifetime from 40 to 60 years. Generic Licensing/Regulation
Issues such as license amendment request preparation and implementation, relief request preparation and implementation and inspection support. Fuel Cycle/Surveillance Interval Extensions EXCEL is the industry leader in the analyses necessary to extend the length of the refueling cycle, to or extend the interval between surveillances. EXCEL supports risk based and deterministic evaluations for surveillance extensions. Fuel Cycle extensions not only provide payback in the efficiency of the operating cycle but also provide intrinsic benefits to staff way of life. Power Uprates Projects that facilitate NRC approval for increases in NPP nameplate rating through methods such as feed water uncertainty reduction, overly conservative initial design or reactor, turbine and balance of plant redesign. Safety Set Point Programs
EXCEL has the industry’s most experienced Setpoint calculation personnel. EXCEL has supported the development of Setpoint Methodologies, Setpoint Calculations, and Setpoint Control programs. EXCEL was a key participant in program development for implementation of TSTF-493 Rev 4 Option A and Option B. EXCEL is one of the most experienced companies in Instrumentation drift analysis, as-found/as-left analysis of instrument performance to validate Setpoint calculation assumptions, providing trending information and providing input to surveillance extension activities. Digital Upgrades and New Plant Digital Licensing
EXCEL has supported NSSS vendors and utilities in the development of DI&C ISG-06 for digital upgrades of safety systems at existing plants. EXCEL is a leader in the review and verification of licensing documents for COLA and DCD development. Design Basis Retrievability/Configuration Control Not another DBD effort, EXCEL specializes in researching the documented design basis and building a real time interactive link between the Technical Specifications and procedures to the basis behind the Technical Specification values. The links support the Reactor Oversight Process by allowing the individual to quickly retrieve the background for plant operating and design basis decisions and respond to NRC questions in a timely manner. Reliability Centered Maintenance Programs
Projects to reduce the amount of planned preventive maintenance while at the same time improving overall system and NPP reliability. Codes and Standards EXCEL Associates participate in all levels of industry codes and standards support organizations and in many cases are leaders for such groups. Industry Programs and Consulting Cross Industry
EXCEL provides technical support to the PWROG and BWROG Licensing Committees These committees work (as their predecessors Westinghouse, Combustion Engineering and B&W did) to solve generic industry regulatory issues and EXCEL performs the majority of the actions as well as providing action tracking and web-based information libraries. EXCEL manages the Technical Specifications Task Force (TSTF) TSTF is a joint activity of the PWROG Licensing Subcommittee and the BWROG Licensing Committee. The TSTF is the single point-of-contact between the NRC and the commercial nuclear industry on issues related to Technical Specifications. EXCEL performs the vast majority of the TSTF actions and acts as the industry experts on Technical Specifications. EXCEL SERVICES CORPORATION

EXCEL Industry Affiliations
EXCEL supports various Nuclear Energy Institute (NEI) Task Forces Task forces are supported with regulatory expertise, such as the Licensing Actions Task Force, the Steam Generator Task Force, the Gas Management Task Force, the Control Room Habitability Task Force and the Spent Fuel Storage Task Force. EXCEL Industry Affiliations EXCEL actively supports American Nuclear Society activities including the Annual (Summer) Conference, the Utility Working Conference and the ANS Winter Meeting as well as other topical activities by serving in leadership roles and as a sponsor of activities. IAEA, WANO, WNA and many others: Since 2008, EXCEL has provided US Subject Matter Experts for numerous IAEA projects including nuclear knowledge management that developed international guidelines for existing NPPs as well as for newcomer country development. Utility Assistance in a Safety Case
While there is no “standard approach” to solving significant utility issues, EXCEL always seeks to become a Strategic and Trusted Licensing Advisor with utility executives. Consultation and advice are based on experience and regulatory precedents in order to obtain the most direct and effective course of action EXCEL Associates then work typically within a utility team to develop a project plan approved by utility executives. This could be termed a “Turnaround Project” as described above. Implementation of such projects is complex and they are implemented over a long timeframe of between six months and two years. VI. Design and Licensing Basis Retrievability
The purpose of this Design and Licensing Basis Retrievability (DBR) Project is to provide links from the Technical Specifications (TS) and TS Bases, or the Final Safety Analysis Report to the design and Licensing basis for the statements of fact (SOF), including a summary discussion of the system identifying the source documents (calculations, analysis, etc.) for the design basis (Reference Summary). This is accomplished by the activities required to confirm or verify the design basis information, and summarize the reference information in a readily understandable and retrievable document. Consolidating the Design and Licensing Basis and making it easily retrievable will facilitate responding to Regulatory, Operations, Engineering, and other department’s inquiries. This project will also facilitate the knowledge retention within the organizations by helping to offset the loss of knowledge from experienced personnel leaving the organization. This project will facilitate operability determination, engineering evaluations, and design changes. This project will also facilitate Technical Specification changes and other regulatory changes and activities, such as responding to regulatory generic correspondence, regulations, and orders. The project will facilitate performance by providing the ability to accurately and expediently retrieve information, which translates into being able to more readily respond to challenges. . Most of the design and licensing basis is scattered
Most of the design and licensing basis is scattered. Portions are located in areas, such as the regulatory document files, system files, microfiche, personal files, etc. The knowledge on how to search and retrieve documents from these various locations is uneven and specific to each location. The overall knowledge level of the design and licensing basis is diminishing as the workforce ages, retires, or just leaves. This project closes these gaps by consolidating the design and licensing basis and supporting documents into one location that will ensure the documents are accessible, searchable, and retrievable EXCEL SERVICES CORPORATION

VII. Public Information Programs
EXCEL is uniquely qualified to assist with gaining public acceptance and positive response to nuclear energy, through explaining nuclear science and technology to the public audience, to garner law maker and policy maker approval and support. EXCEL has provided this in several existing and New Nuclear Build Countries. EXCEL’s credibility with international regulatory authorities, the US Congress, and the American Nuclear Society (Donald Hoffman is Immediate Past President) has enabled EXCEL to be successful where others have struggled. VIII. Nuclear Knowledge Management
EXCEL is establishing a leading business practice - under an IAEA Guide development contract - for Nuclear Knowledge Management (NKM) in cooperation with the International Knowledge Management Institute (KMI). This commercial NKM program for operating NPPs features: A certification course in NKM for nuclear industry professionals. This course offers generic KM program instructions, as well as unique and specific examples and knowledge resources applying to the nuclear industry. The objective of the CNKM credential is to “jump-start” the utilities toward implementation of their own company-specific NKM program. EXCEL SERVICES CORPORATION

A highly skilled NKM Consulting Group, which is led by KMI-certified nuclear experts from all areas of nuclear business process management within the context of the NKM-informed NEI Standard Nuclear Performance Model. An international NKM standards background based on work currently in progress by the IAEA to develop a Nuclear Power Plant NKM Implementation Guide. This work also features collaboration with many KM experts from around the world, as well as the related NKM practices of a global NKM survey and IAEA NPP Site Assist Visit Missions. IX. Compliance Matrix The Compliance Matrix is a matrix that shows compliance to any type of requirement(s). In most cases, it shows how compliant one is to the specific countries Regulations. The Compliance Matrix normally shows the specific countries Regulatory Requirements (Nuclear or any other), Guides, etc. to how a specific plant or other entity meets those requirements. It can also contain how IAEA, ASME, IEEE, NEI, etc. requirements, suggestions, guidance, etc. are also being complied with. The Compliance Matrix will show how Regulatory Requirements are being met or where Regulatory Requirements are not being met, and what is required to comply with the Regulatory Requirements. Nuclear Security EXCEL Services Corporation has formed an international security assessment and security analysis consulting firm specializing in physical security, designed protection, cyber intervention, surveillance, and intelligence gathering. The EXCEL team offers a coordinated approach to security and emergency planning for governmental and private cliental. The EXCEL team can provide experience that has been gained through a history of successful implementations of security analysis and security assessment on behalf of the U.S. Department of State (DoS); The Department of Defense (DoD); and Nuclear Regulatory Commission (NRC).
