2 2 RASRS July 2014 Scheme Reviews (10 Entities, 23 schemes) PSE Sumas generation runback LAPS removal was approved Sumas generation tripping LAPS modifications were approved Ferndale LAPS upgrade was approved Fortis BC Okanagan LAPS modifications were approved SDG&E TL50001/50004 LAPS modifications were discussed Miguel Bank 80/81 LAPS information presentation on communication system modification to B scheme Imperial Valley Bank 80 LAPS approved with one action item for generator shedding for loss of other IV banks.

3 3 RASRS July Scheme Reviews BC Hydro 5L82 Line Loss Logic modifications were discussed and accepted Peace area RAS information update was provided. No approval needed at this time. RAS Consolidatin update. Scheme functionality remains unchaged. New “Information Required” document will be provided, but approval is not needed at this time. BPAAC RAS Controller Logic changes (WAPS) were reviewed and approved in closed session. Western Montana RAS-Hatwai Bank Trip Removal. This Hatwai bank tripping has been defeated for several years because it is no longer needed. Actual removal of the functionality was approved at this review in closed session.

4 4 RASRS July Scheme Reviews SCE San Joaquin WAPS additional modifications were reviewed and approved.as necessitated by very low hydro availabiilty Mohave Desert WAPS modification were approved to include additional generator shedding and cotingencies Coolwatrer Stability tripping RAS decommissioning was approved. Former function not accomplished by Mohave RAS. Inland Empire WAPS new scheme was approved for generation dropping for a single contingency. Port GE Preliminary review of Carty generation addition. Approval not needed at this time.

5 5 RASRS July Scheme Reviews PacifiCorp Lakeside 2 LAPS Modification accepted as a LAPS PG&E PACI (COI) RAS action items from April 2014 meeting were reviewed adnd approved. Milbrae Reverse Power Relay scheme was presented, but RASRS concluded that this non-BES scheme was outside the authority of RASRS San Francisco RAS Safety Net modifications were approved Fresno Reliability Transmission Project LAPS approved with one actin item. Completion of this scheme will allow removal of the HTT RAS and HRAS schemes. IPC Hell’s canyon RAS maintenance interval modification was accepted.

6 6 NERC SPS/RAS Standards NERC drafting team to write a new RAS definition and related standards http://www.nerc.com/pa/Stand/Pages/Project-2010- 05_2%E2%80%93Special-Protection-Systems.aspx Second draft proposed RAS definition is posted. Comments and voting close October 14 Webinar happened September 23 and is now posted Drafting team meeting October 14-17 Target BOT approval November 2014 File with FERC December 2014 Begin standard drafting early 2015

7 7 NERC Proposed RAS Definition There is a broad general RAS definition, but...... many more exceptions than the present SPS/RAS definition.... and retire SPS.
