1 North Carolina Emergency Management All Hazards Incident Management Team Information and Update North Carolina Emergency Management Association Spring Conference March 24, 2015

2 North Carolina Emergency Management INCIDENT QUALIFICATION SYSTEM On November 19, 2008, The North Carolina Department of Crime Control and Public Safety, Division of Emergency Management (NCDEM) requested assistance from the State Emergency Response Team (SERT) in developing Type 2 and Type 3 state and regional All Hazard Incident Management Teams (AHIMTs).

3 North Carolina Emergency Management Background On January 16, 2009, Jim Prevette and Joe Wright, Co-Chairs of the SERT AHIMT Workgroup, presented a briefing to the State Emergency Response Commission (SERC) on All Hazard Incident Management Teams. The SERC adopted the SERT AHIMT Workgroup as a SERC Sub-Committee to establish Type 2 & 3 AHIMTs in North Carolina and credential responders in all Command and General Staff ICS positions.

5 North Carolina Emergency Management DESCRIPTION OF THE SYSTEM The Incident Qualification System is a “performance based” qualification system. In this system, the primary criterion for qualification is individual performance as observed by an evaluator certified in that position; using approved standards.

6 North Carolina Emergency Management Components of the Incident Qualification System The Qualifications Committee –is authorized to determine if the applicant meets the requirements for the NC AHIMT positions and the ability to respond as part of a NC AHIMT –the credentialing is given by the Qualifications Committee Position Task Books (PTB) –contain all critical tasks, which are required to perform the job

7 North Carolina Emergency Management Unit Leader Position Task Books Task Books are Initiated by NCEM Branch Managers for Unit Leader Positions –Unit Leader Course has to be completed –Letter from you Agency Supervisor allowing you to complete a PTB, permission to deploy if available –Copy of your Training Certificate

8 North Carolina Emergency Management Command and General Staff Position Task Book Task Books are Initiated by the All Hazards Qualifications Board for Command and General Staff –Command or General Staff Position Course has been completed –Completion of Unit Leader (Plns, Log, Fin) or Div/Grp Supervisor (OPS) PTB –Once Completed send AHIMT Application with Branch Manager signature

9 North Carolina Emergency Management Position Task Book Position Task Books cannot be emailed Only a credentialed person at or above the Position Task Book level can sign Must be Completed with 5 Years

10 North Carolina Emergency Management Credentialing Full Credential – The credential issued to an individual that has completed all required training, demonstrated proficiency as documented in the position task book, and been recommended by their agency head or Authority Having Jurisdiction (AHJ). Provisional Credential – A credential issued to an individual that has completed all required training with the exception O-305 for Type III AHIMT, demonstrated proficiency as documented in the position task book, and been recommended by their agency head or Authority Having Jurisdiction (AHJ). No Credential – More experience or prerequisites needed

11 North Carolina Emergency Management Maintaining Your Credentials For the positions identified the maximum time allowed for maintaining currency is five (5) years and can be maintained in the following ways: –By successful performance in the position qualified for within the given time frame. –By successful performance in a higher position(s) for which that position is a prerequisite, providing the individual was previously qualified in that position. –By successful performance in a position that is identified in guidance as OTHER POSITION ASSIGNMENTS THAT WILL MAINTAIN CURRENCY.

12 North Carolina Emergency Management Documenting Your Credentials Signed Incident Action Plan Restarts Your 5 Year Credentials Each Position Maintained has to be documented with a Signed IAP.

14 North Carolina Emergency Management Other Assignments to Maintain Your Status Planning Section –During disasters counties may need assistance in planning function JRSOI, Base/Camp Management –Credentialed personnel requested to assist on large scale events EOC Overhead- OSC,PSC, RUL,STUL (4pax) –*Must have EOC Ops Training (G-775) and be proficient in WebEOC* –Frequently requested during large events

15 North Carolina Emergency Management Type 3 Team (8 Pax) Incident Commander Type 3 (ICT3-A) All-Hazard Operations Section Chief Type 3 (OSC3-A) All- Hazard Plans Section Chief Type 3 (PSC3-A) All-Hazard Logistics Section Chief Type 3 (LSC3-A) All-Hazard Finance/Administration Section Chief Type 3 (FSC3- A) All-Hazard Safety Officer Type 3 (SOF3-A) All Hazard Public Information Officer Type 3 (PIO3-A) All Hazard Liaison Officer Type 3 (LOF3-A) All Hazard Unit Leader Positions are to be provided by the requesting jurisdiction

16 North Carolina Emergency Management Administration and Oversight of Teams Eastern Branch, Central Branch and Western Branch Managers will be the Agency Administrators Technical Advisory Group (TAG) has been established to standardize the Teams The Technical Advisory Group is managed and reports to the NCEM Deputy Director/Operation Section Chief

17 North Carolina Emergency Management Administration and Oversight of Teams EASTERN CENTRAL WESTERN TAG Members per BRANCH Branch Manager LEO (1) –Alternates (1) EMS (1) –Alternates (1) FIRE (1) –Alternates (1) EM (1) –Alternates (1) Area Coordinator TOTAL – 10 NCEM Ops Chief Chair, AHIMT WG (NCFS) Chair, AHIMT Qualification TOTAL - 3 Identify local members:1 Sep 2011 G-TOTAL – 13

18 North Carolina Emergency Management Deployment Branch Manager/Area Coordinator to query member availability Places available members on Stand-by Status –Designates a Team Leader –Ready for Deployment within 24 hours –Travel to RCC or rally point upon Activation

19 North Carolina Emergency Management Notification Team is notified by the Team Leader and/or Branch Manager/Area Coordinator and dispatched to the incident. Team members gather information without disrupting the initial Incident Commander (IC) or other incident personnel. –Branch Manager or Team Leader will be the only member to contact the requesting jurisdiction

20 North Carolina Emergency Management In State Requests Impacted Community Request through WebEOC –Includes all Info needed to execute the Mission Maybe! Mission Assignment Coordinator (MAC) review –Assigns Mission Number –Assigns to Non-Impacted Branch AH IMT The Branch Manager/Area Coordinator designates a Team Leader

21 North Carolina Emergency Management Out of State Requests EMAC Coordinator and/or SEOC OSC will notify Branch Managers of the mission request –Branch Managers prepare an EMAC Estimate Branch Manager designates a Team Leader –Branch Manager and Team Leader ready the AHIMT SERT Leader approves negotiated request –Branch Managers deploy Teams with a copy of REQ-A Form Coordinates with the EMAC Coordinator during deployment and after for reimbursement Reimbursement forms must be submitted by Team Leader with in 30 days of DEMOB

22 North Carolina Emergency Management May be from Branch Manager or Team Leader Receive Copy of Mission Assignment Prepare for 14 days Team Leader will provide Mission Information Travel Incorporated into Deployment Use GOV or POV Muster at Identified Staging Area Consolidate Equipment, Supplies and Vehicles Travel to Mission as a Group –Obey Traffic Laws –Track Costs Activation Travel
