8 8Monitoring 1. At Directorate level regular monitoring meetings are conducted with district officials. 2. Proposal of setting up separate cell at Directorate level is under the consideration of State Govt. 3. For Monitoring of central Kitchens guidelines are issued to appoint independent agency. (matter of central kitchen is now in Hon’ble Supreme Court) 4. Social Audit Conducted in Latur & Pune District Public hearing is conducted on 18th Feb on Pune District & 20th Feb on Latur District. 9 9 Observations of SRM – observed in Aurangabad & Osmanabad District. 1.Interruption observed in Aurangabad & Osmanabad District. 2. Hot meal is not served in Mumbai area schools. 3.Delay in payment at school level. (because of too many intermediately levels) 4.No proper management of food grains at school level. (No FIFO method implemented) 5.Lack of monitoring from District level. 6.Maximum post of superintendent are vacant at block level it affects monitoring. Conti...... Conti......

10 Cont.. Observations of SRM – 7. 7. District level steering cum monitoring committee meeting are not held. 8. Health check up carried out but health card observed blank in most of the schools. 9. Most of the student’s BMI observed below average level. 10.Vegetables are not used as per norms in the meal. 11.Not adequate supply of water for drinking and sanitation at school level.

11 11 Recommendations of SRM Team 1.Regularly review meetings should be conducted at District level of all block officials by Chief Executive Officer of Z P. 2.Teachers should take efforts for Public participation, motivate parents to involve in MDMS. 3.Grant should be released from district level to school level by bank through RTGS. 4.Vacant post should be filled specially in the Tribal Areas.

19 19 Conti….. Action Taken - Action Taken -  Directions are issued to maintained a buffer stock of minimum 20 days. And to purchase food grains from local market if supply is not made within time & additional cost is incurred from suppliers Bill.  Instruction have been given to NGO/SHG to provided hot meals to the students.  Meeting of all Districts Education Officer was conducted on 3 rd Feb, 2015 to taken remedial measures on SRM, Social Audit & Monitoring Institute Finding.

20 Issues  Existing norm of Rs. 5000 per school for kitchen devices is very less to meet requirement. Hence, it should be increased to Rs. 10000 per school or should be provided as per the number of student in school.  18 lakh students in private aided schools required eating plates. So it is requested to sanction Rs. 20 Crore for supply of eating plates.  Pending FCI Bills of Rs. 49.4 crore of year 2013-14 is paid from current years provision. Also for FCI payment in year 2013-14 Rs. 11.20 crore was used from cooking cost. So it is requested to sanction additional Rs. 60.64 crore for year 2015-16.  In some districts(Akola, Washim) rice provided by Food Corporation of India (FCI) is not of Fair Average Quality (FAQ). Due to this in Akola district there is interruption in Mid Day Meal in December 2014. This issue has been brought into notice of state level officials of FCI.

21 21 Suggestions  Separate Funds should be given for supply of storage bins.  Honorarium of cook-cum-helper and cooking cost should be increased.  This scheme is formulated in 1995. At present financial status of some of the parents is increased. So Mid Day Meal Scheme should be made optional. It must not be compulsory for those students who like Tiffin from home. Conti …

22 22  Funds should be given for providing weighing machines to schools to measure rice and food grains.  MME funds should be increased.  Mid Day Meal should be given to unaided Private schools (in Tribal, Slum & Rural area) where student / Parents are demanding for Mid Day Meal.  It is requested to give funds to provide milk to tribal students in addition to Mid Day Meal once in a week.
